Abstract

Investment is included as one of the main pillars put forward in the National Medium Term Development Plan (RPJMN) phase IV for 2020-2024. In supporting the acceleration of investment in Indonesia, Central Java has an industrial development center known as the Industrial Zone (KI) and has a Special Economic Zone (KEK) which has been stipulated in Government Regulation No. 85 of 2019 concerning the Kendal Special Economic Zone. To attract investors to the region, there needs to be government governance that is influenced by economic characteristics, natural resources, and investment potential for economic growth in the region.
It cannot be denied that because of the existence of KEK, Kendal Regency is an area that has great potential to attract investors and increase business. To increase investment attractiveness, in 2018 Central Java became the highest investment destination, so this could be an opportunity for Kendal Regency to encourage investors to invest in Kendal Regency. National conditions and stability, especially the decline in credit interest rates and the Rupiah exchange rate against foreign currencies have encouraged investment interest in Kendal Regency.
This research aims to analyze regional efforts to increase foreign investment in Kendal Regency. Apart from that, to analyze the policy-making process of the Kendal Regency Government in increasing foreign investment. And also to analyze the implementation of efforts investment policies and foreign investment in Kendal Regency.
The results of this research show that the Kendal Regency government's efforts to increase foreign investment are carried out with regional policies, namely through Regional Regulation Number 4 of 2023-2043. This regional regulation effort is included in regional efforts through regional policies. Meanwhile, the efforts made by regional governments in para diplomacy are carried out through regional branding, one of which is social media branding. The success of regional policy efforts to increase foreign investment in Kendal Regency cannot be separated from the government's role in providing supporting infrastructure.
