Abstract

Skripsi ini berjudul “Penerapan Komponen Human Capital di Perpustakaan Daerah Kabupaten Purbalingga”. Penelitian ini bertujuan untuk mengetahui bagaimana penerapan komponen human capital di Perpustakaan Daerah Kabupaten Purbalingga. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan menggunakan wawancara dan observasi sebagai teknik pengumpulan data. Pengumpulan data penelitian ini melibatkan 3 informan yang dipilih menggunakan teknik purposive sampling. Data yang terkumpul dianalisis menggunakan teknik thematic analysis. Hasil analisis menunjukkan tujuh tema yaitu kompetensi diri, pengembangan diri, proses kerja, penilaian kinerja, lingkungan kerja, kerja tim dan kepemimpinan. Ketujuh tema tersebut merepresentasikan bagaimana komponen human capital diterapkan. Hasil dari penelitian ini yaitu penerapan komponen human capital di Perpustakaan Daerah Kabupaten Purbalingga masih dapat ditingkatkan kembali khususnya pada komponen individual capability dan individual motivation agar pustakawan dapat terus berkembang. Meskipun dalam proses kerja terdapat berbagai kendala seperti kekurangan tenaga ahli perpustakaan dan tidak adanya anggaran dana, pustakawan tetap dapat bekerja dengan maksimal dan memperoleh hasil melebihi target. Secara keseluruhan dapat disimpulkan bahwa penerapan komponen human capital di Perpustakaan Daerah Kabupaten Purbalingga sudah cukup baik.
This thesis is entitled “Implementation of the human capital component in the Regional Library of Purbalingga Regency. This aim of the research is to determine how the implementation of the human capital component ini Regional Library of Purbalingga Regency. The research method used in this study was a qualitative method, using interviews and observations as data collection techniques. The collected data were analyzed using thematic analysis techniques. The result of the analysis show seven themes, it is self competence, self development, work processes, performance appraisal, work environtment, teamwork, and leadership. The seven themes represent how the five components of human capital are applied. The result of this research is the implementation of component human capital in the Regional Library of Purbalingga Regency can still be improved especially in the individual capability and individual motivation components so that librarians can be develop. Even though in the work process there are many problem such as shortage of librarians expert and a lack of budget funds, the librarians can still work optimally and get result more than the target. It can be concluded that the implementation of human capital component in the Regional Library of Purbalingga Regency has been good.
