Abstract
High dwelling times at Indonesian ports, including the Port of Tanjung Emas in Semarang, are still exceeding the government’s ideal target based on international standards. As an EMKL (Marine Cargo Forwarding) company that handles import customs procedures, PT Samudera Perdana Selaras Semarang continues to face operational challenges that affect dwelling time efficiency, including system errors in the customs system, long truck wait times at the Container Yard (CY), limited trucking fleets, and traffic congestion on port access roads. These conditions have a direct impact on rising logistics costs and declining customer confidence in the company. This study aims to analyze the effects of pre-clearance, cargo routing, and post-clearance on the effectiveness of dwelling time in import operations at PT Samudera Perdana Selaras Semarang. This study employs a quantitative method with data collection via a questionnaire distributed to respondents, employees of the EMKL Division at PT Samudera Perdana Selaras. Data analysis was performed using multiple linear regression with the t-test (partial) and the F-test (simultaneous). The results show that, when analyzed partially, pre-clearance and cargo routing do not have a significant effect on dwelling time efficiency. This is because pre-clearance and cargo routing at the company are already functioning quite well, and the majority of customers (importers) have Main Customs Partner (MITA) status; thus, the “red channel” does not have a major impact on dwelling time efficiency. Conversely, post-clearance was found to have a positive and significant effect on dwelling time efficiency, with the dominant constraints being queues at the Container Yard (CY), limited trucking fleets, and port access congestion. Simultaneously, all three variables collectively had a positive and significant effect on dwelling time efficiency, contributing 73.2% to the variation in dwelling time at the company.
