Abstract

Penutupan TPA Sarbagita dan meningkatnya aktivitas pariwisata di Kuta menegaskan urgensi pengelolaan sampah yang efektif, khususnya di Pantai Jerman sebagai destinasi wisata yang terus berkembang namun belum bebas sampah. Penelitian ini mengkaji karakteristik timbulan sampah, efektivitas regulasi, tingkat partisipasi masyarakat, serta kebutuhan sarana dan prasarana untuk merumuskan strategi pengelolaan sampah terpadu berbasis pemberdayaan komunitas. Menggunakan pendekatan studi kasus, data dikumpulkan melalui observasi lapangan, wawancara mendalam, penyebaran kuesioner skala Likert, serta analisis dokumen. Hasil penelitian menunjukkan bahwa sampah di Pantai Jerman didominasi sampah organik dan plastik, dengan keterbatasan fasilitas seperti jumlah bak sampah, frekuensi pengangkutan, serta belum adanya manajemen kelembagaan yang kuat. Tingkat partisipasi masyarakat dan pelaku usaha masih bervariasi, dipengaruhi oleh minimnya sosialisasi dan belum optimalnya kolaborasi antar-stakeholder. Analisis SWOT menghasilkan rekomendasi strategi berupa penguatan kelembagaan pengelola pantai, penyediaan fasilitas pemilahan sederhana, optimalisasi pola pengangkutan, edukasi berbasis nilai Tri Hita Karana, serta kolaborasi antara pemerintah, desa adat, komunitas, dan sektor swasta—termasuk inisiatif pemberdayaan CCEP Indonesia. Implikasi penelitian menekankan kebutuhan model pengelolaan sampah berbasis sumber yang partisipatif, adaptif terhadap karakteristik pesisir, serta mampu meningkatkan kualitas lingkungan sebagai fondasi destinasi wisata yang berkelanjutan.

The closure of the Sarbagita Landfill and the increase in tourism activity in Kuta underscore the urgency of effective waste management, particularly at Jerman Beach, a growing but still not waste-free tourist destination. This study examines the characteristics of waste generation, regulatory effectiveness, levels of community participation, and the need for facilities and infrastructure to formulate an integrated waste management strategy based on community empowerment. Using a case study approach, data was collected through field observations, in-depth interviews, a Likert-scale questionnaire, and document analysis. The results indicate that waste at Jerman Beach is dominated by organic and plastic waste, with limited facilities such as the number of trash bins, collection frequency, and the lack of strong institutional management. The level of community and business participation varies, influenced by minimal outreach and suboptimal collaboration between stakeholders. A SWOT analysis yielded strategic recommendations including strengthening beach management institutions, providing simple sorting facilities, optimizing transportation patterns, promoting Tri Hita Karana-based education, and collaboration between the government, traditional villages, communities, and the private sector—including the CCEP Indonesia empowerment initiative. The implications of this research emphasize the need for a participatory, source-based waste management model that is adaptive to coastal characteristics and capable of improving environmental quality as the foundation for sustainable tourism destinations.
