Abstract
Menimbang potensi energi angin Indonesia yang mencapai 167 GW dan upaya meningkatkan ketahanan energi, pemerintah melalui Peraturan Pemerintah (PP) 2014 tentang Kebijakan Energi Nasional menetapkan target pembangkit listrik tenaga bayu (PLTB) sebesar 255MW pada 2025, serta target tambahan kapasitas terpasang sebesar 5 GW hingga 2030. Akan tetapi diperlukan studi komprehensif terkait perencanaan PLTB agar pemanfaatan energi terbarukan dapat tepat dan optimal. Penelitian ini bertujuan untuk mengidentifikasi proyeksi produksi energi listrik tahunan (AEP), sebaran kecepatan dan daya angin dominan dalam power curve, nilai ekonomi, serta lokasi sesuai untuk perencanaan PLTB di pesisir Kabupaten Lebak, provinsi Banten. Data masukan pada penelitian ini adalah kecepatan angin reanalysis dari ERA5 (2015-2024), tutupan lahan, spesifikasi turbin angin, dan parameter ekonomi. Dilakukan analisis potensi energi angin menggunakan pendekatan probabilitas, PDF (probability density function) Weibull atas kecepatan angin, dan analisis ekonomi menggunakan benefit cost ratsio (B/C), untuk mendapatkan lokasi serta turbin paling sesuai dalam perencanaan PLTB. Dalam penelitian ini terdapat 6 tinggi hub (80m, 90m, 100m, 110m, 120m, dan 130m) dan 7 turbin tinjauan (LTW90-900, LTW80-1500, LTW90-1500, YZ116/2.0, YZ 116/2.5, YZ121/2.0, dan YZ121/2.5). Didapat bahwa proyeksi AEP di Kabupaten Lebak – Banten berkisar antara 2.275 – 11.326 MWh/tahun untuk 1 turbin dan 12.123 – 248.768 MWh/tahun untuk kumulatif. Nilai B/C lebih dari sama dengan satu terdapt pada seluruh variasi turbin ketinggian, dengan rentang 1,00 hingga 1,77. Adapun rentang nilai LCOE berkisar antara Rp79701 hingga Rp1413/kWh, seluruh nilai tersebut di bawah harga jual listrik PLN yang dijadikan acuan dalam penelitian ini, yakni sebesar Rp1.599/kWh. Sebaran titik lokasi dengan B/C lebh dari 1 berada antara 3 hingga 21 km2.

Considering Indonesia's wind energy potential of 167 GW and efforts to increase energy security, the government through Government Regulation (PP) 2014 on National Energy Policy sets a target of 255MW of wind power plants (PLTB) by 2025, as well as an additional target of 5 GW of installed capacity until 2030. However, a comprehensive study related to PLTB planning is needed so that the use of renewable energy can be appropriate and optimal. This study aims to identify the projected annual electrical energy production (AEP), the distribution of the dominant wind speed and power in the power curve, economic value, and the location suitable for PLTB planning on the coast of Lebak Regency, Banten province. The input data in this study is the wind speed reanalysis from ERA5 (2015-2024), land cover, wind turbine specifications, and economic parameters. Wind energy potential analysis was carried out using the probability approach, Weibull's PDF (probability density function) on wind speed, and economic analysis using benefit cost ratio (B/C), to obtain the most suitable location and turbine in PLTB planning. In this study, there are 6 hub heights (80m, 90m, 100m, 110m, 120m, and 130m) and 7 review turbines (LTW90-900, LTW80-1500, LTW90-1500, YZ116/2.0, YZ 116/2.5, YZ121/2.0, and YZ121/2.5). It was found that the AEP projection in Lebak Regency – Banten ranges from 2,275 – 11,326 MWh/year for 1 turbine and 12,123 – 248,768 MWh/year for cumulative. A B/C value is more than equal to one found in all turbine height variations, with a range of 1.00 to 1.77. The range of LCOE values ranges from Rp79701 to Rp1413/kWh, all of which are below the selling price of PLN electricity, which is used as a reference in this study, which is Rp1,599/kWh. The distribution of location points with B/C of more than 1 is between 3 and 21 km2.
