Abstract

Pemberdayaan masyarakat adalah suatu upaya untuk meningkatkan kapasitas dan kualitas hidup masyarakat melalui berbagai program yang bertujuan menciptakan kemandirian ekonomi dan sosial. Salah satu instrumen yang mendukung pemberdayaan tersebut adalah Corporate Social Responsibility (CSR), di mana perusahaan berkontribusi pada pembangunan sosial dan ekonomi masyarakat sekitar. Penelitian ini bertujuan untuk menganalisis pelaksanaan program pemberdayaan masyarakat yang dilaksanakan oleh PLN Indonesia Power UBP Semarang, serta dampaknya terhadap ekonomi dan lingkungan sosial di Kelurahan Tanjung Mas Kota Semarang. Penelitian ini menggunakan pendekatan deskriptif dengan metode kuantitatif dan kualitatif. Sampel penelitian adalah Kelompok Wanita Tani (KWT) Tunas Bahagia yang berjumlah 20 anggota, di wilayah RT 07 RW 09. Data dikumpulkan melalui observasi, wawancara, FDG dan studi literatur. Hasil penelitian menunjukkan bahwa penerapan panduan Sistem Manajemen ISO dalam pelaksanaan program Community Development telah memberikan dampak signifikan terhadap hasil CSR. Nilai Social Return on Investment (SROI) program SIMPANG LIMA di Semarang tercatat 3,79, menunjukkan dampak positif terhadap peningkatan ekonomi dan lingkungan sosial. Program ini mencakup inovasi dalam pengelolaan limbah, budidaya lele, pertanian terpadu, pengelolaan lingkungan, serta pengembangan ikatan sosial dan pengelolaan keuangan yang meningkatkan partisipasi warga.

Community empowerment is an effort to enhance the capacity and quality of life of communities through various programs aimed at achieving economic and social independence. One of the instruments supporting this empowerment is Corporate Social Responsibility (CSR), where companies contribute to the social and economic development of the surrounding community. This study aims to analyze the implementation of community empowerment programs carried out by PLN Indonesia Power UBP Semarang, as well as their impact on the economy and social environment in Tanjung Mas Village, Semarang City. The research uses a descriptive approach with both quantitative and qualitative methods. The research sample consists of the Tunas Bahagia Women Farmer Group (KWT) with 20 members, located in RT 07 RW 09. Data were collected through observations, interviews, focus group discussions (FGD), and literature studies. The results of the study indicate that the application of ISO Management System guidelines in the implementation of the Community Development program has had a significant impact on the outcomes of CSR. The Social Return on Investment (SROI) value for the SIMPANG LIMA program in Semarang was recorded at 3.79, showing a positive impact on the improvement of the economy and social environment. This program includes innovations in waste management, catfish farming, integrated agriculture, environmental management, as well as the development of social bonds and financial management, all of which enhance community participation.
