Abstract

Transportation issues in DKI Jakarta arise due to population growth and the
increasing number of motor vehicles without proportional improvements in road
infrastructure. To address this, the Provincial Government of DKI Jakarta, in
collaboration with the Jakarta Transportation Agency, has implemented a
transportation integration policy through the Jak Lingko Mikrotrans service. This
study aims to analyze the implementation of the Mikrotrans service policy in
supporting public transportation integration in Jakarta and to identify its
supporting and inhibiting factors. The research method applies the Minimum
Service Standards (SPM) and the policy implementation theory of G. Shabbir
Cheema & Denis A. Rondinelli (1983). The findings indicate that although safety,
security, and comfort aspects have been well implemented, issues remain in service
regularity, information systems, and supporting infrastructure. Economic and
socio-cultural factors enhance service inclusivity, while infrastructure limitations
and driver competence pose significant challenges. Therefore, the
recommendations include improving bus stop infrastructure, enhancing the Tije
information system, and developing driver training programs based on real-life
simulations to improve the quality of Mikrotrans services in supporting public
transportation integration in DKI Jakarta.
