Pelabuhan perikanan merupakan tempat penunjang aktivitas perikanan yang
membantu perkembangan ekonomi masyarakat khususnya nelayan sekitar.
Penyediaan fasilitas pelabuhan perlu terus dikembangkan, mulai dari fasilitas
pokok, fasilitas fungsional, dan fasilitas penunjang. Hal ini berpengaruh terhadap
jalannya aktivitas perikanan agar dapat memenuhi kebutuhan pengguna hingga
mencapai tahap kepuasan yang optimal. Tujuan penelitian yaitu untuk mengetahui
kondisi umum PPN Pekalongan, menganalisis tingkat kepuasan nelayan terhadap
fasilitas PPN Pekalongan dan menentukan strategi pengembangan PPN
Pekalongan. Metode yang digunakan adalah metode deskriptif dengan pengambilan
sampel snowball berjumlah 100 orang sebagai representatif keseluruhan populasi.
Perolehan data diambil melalui data sekunder yaitu Profil dan Laporan Tahunan
PPN Pekalongan, serta data primer dari wawancara. Analisis data yang digunakan
terdiri dari CSI untuk mengetahui kepuasan nelayan, IPA untuk menentukan urutan
priorit dan SWOT sebagai rumusan pengembangan PPN Pekalongan. Hasil analisis
tingkat kepuasan nelayan terhadap fasilitas tambat labuh memiliki tingkat kepuasan
sebesar 88,7%, fasilitas penyedia BBM sebesar 96,9%, penyedia air bersih sebesar
98,4% dan penyedia es sebesar 71%. Semakin tinggi persentase kepuasan, semakin
baik fasilitas memenuhi kriteria yang telah ditetapkan. Prioritas strategi
pengembangan PPN Pekalongan yaitu mempertahankan kualitas pelayanan setiap
fasilitas yang sudah ada khususnya pada fasilitas penyedia kebutuhan operasional
melalui perawatan fasilitas maupun pembangunan kembali guna menunjang
aktivitas nelayan yang bertambat labuh di PPN Pekalongan. PPN Pekalongan
memperluas kerjasama dengan pemerintah maupun swasta untuk lebih
mengembangkan pelabuhan dan meningkatkan jaringan pemasaran hasil perikanan
yang ada. Rutin melakukan pengecekan kondisi fisik dan evaluasi kinerja masing
masing fasilitas yang ada agar selalu dalam keadaan prima.

Satisfaction Perception and Development Strategy of Archipelagic Fishing Port
(PPN) Pekalongan, Central Java. Abdul Kohar Mudzakir and Trisnani Dwi
Hapsari).
The fishing port is a place to support fishery activities that help the economic
development of the community, especially local fishermen. The provision of port
facilities needs to continue to be developed, starting from basic facilities, functional
facilities, and supporting facilities. This affects the course of fisheries activities in
order to meet user needs to reach an optimal level of satisfaction. The purpose of
the study was to determine the general condition of PPN Pekalongan, analyze the
level of fishermen's satisfaction with PPN Pekalongan facility and determine the
PPN Pekalongan development strategy. The method used is a descriptive method
with snowball sampling of 100 people as a representative of the entire population.
Data was obtained through secondary data, namely the Pekalongan PPNP Profile
and Annual Report, as well as primary data from interviews. The data analysis used
consisted of CSI to determine fishermen's satisfaction, IPA to determine the order
of priority and SWOT as a formulation for the development of PPN Pekalongan.
The results of the analysis of the level of fishermen's satisfaction with mooring
facilities have a satisfaction level of 88.7%, fuel provider facilities of 96.9%, clean
water providers of 98.4% and ice providers of 71%. The higher the satisfaction
percentage, the better the facility meets the predefined criteria. The priority of the
PPN Pekalongan development strategy is to maintain the quality of service for each
existing facility, especially in facilities providing operational needs through facility
maintenance and redevelopment to support the activities of fishermen moored at
PPN Pekalongan. PPN Pekalongan expands cooperation with the government and
private sector to further develop ports and improve existing fishery product
marketing networks. Routinely check the physical condition and evaluate the
performance of each existing facility so that it is always in top condition.
