Abstract

Sebagai respon terhadap dinamika perekonomian yang terus berkembang dan komitmen pemerintah untuk meningkatkan iklim investasi, Indonesia memperkenalkan sistem Online Single Submission Risk-Based Approach (OSS RBA) untuk perizinan berusaha. Penelitian yang dilakukan di Provinsi Sumatera Selatan ini menggunakan Unified Theory of Acceptance and Use of Technology II (UTAUT II) dan Model DeLone and McLean untuk menilai kepuasan pengguna dan keberhasilan sistem dalam implementasi OSS RBA. Penelitian ini menggunakan teknik PLS-SEM pada software smartpls 4.0 sebagai model penelitian, menggunakan pendekatan kuantitatif melalui kuesioner berskala Likert. Penelitian ini difokuskan pada pelaku usaha di Sumsel yang mendaftarkan izin usahanya di platform OSS RBA, dimana terdapat 41.129 usaha yang menyelesaikan pendaftaran pada tahun 2022. Sesuai dengan kriteria pengambilan sampel, maka besar sampel ditetapkan sebanyak 276 sampel untuk menjamin kredibilitas, menyeimbangkan jumlah parameter dan indikator untuk variabel laten, sebanyak 25 indikator yang ada. Hasil penelitian menunjukkan bahwa Performance Expectancy, Price Value, System Quality, dan Service Quality berpengaruh signifikan terhadap User Satisfaction, selanjutnya User Satisfaction berpengaruh signifikan terhadap Net Benefit. Sebaliknya Effort Expectancy, Social Influence, dan Information Quality tidak berpengaruh signifikan terhadap kepuasan pengguna. Wawasan ini memberikan pemahaman komprehensif tentang perizinan berusaha yang berkembang di Provinsi Sumatera Selatan.

In response to evolving economic dynamics and the government's commitment to enhance the investment climate, Indonesia introduced the Online Submission Risk-Based Approach (OSS RBA) system for business licensing. This research, conducted in South Sumatra Province, employs the Unified Theory of Acceptance and Use of Technology II (UTAUT II) and the Delone and McLean Model to assess user satisfaction and system success in the OSS RBA implementation. This study utilized PLS-SEM technique in smartpls 4.0 software to model the research, employing a quantitative approach through Likert-scale questionnaires. The research focused on business actors in South Sumatra who registered their permits on the OSS RBA platform, where 41,129 businesses completed registration in 2022. Adhering to sampling criteria, the sample size was set at 276 samples to ensure credibility, balancing the number of parameters and indicators for latent variables, as 25 indicators were present. This research findings reveal that Performance Expectancy, Price Value, System Quality, and Service Quality significantly influence User Satisfaction, subsequently User Satisfaction significantly influence Net Benefit. Conversely, Effort Expectancy, Social Influence, and Information Quality do not significantly affect User Satisfaction. These insights provide a comprehensive understanding of the evolving business licensing in South Sumatera Province.
