Abstract

Information and Communication Technology (ICT) has now developed rapidly and is inherent in the instruments of the life of the nation and state. In the era of digitalisation, although the presence of modern communication tools is considered to be able to answer the challenges of world development, the practice of modern communication is not entirely good. The uncontrolled circulation of information has led to the proliferation of false or fake information and news called hoaxes. In 2018, the West Java Provincial Government established an effort to prevent the spread of hoaxes through the Jabar Saber Hoaks programme. This programme has the task and function of verifying information or rumours that have unclear facts circulating in the community.
Research on electronic public participation in hoax identification efforts on social media Jabar Saber Hoaks is interesting to study because West Java is the province with the largest number of internet users in Indonesia and is the first province to have a hoax prevention programme. The Jabar Saber Hoaks programme has been equipped with its own legal legality and has been in the national spotlight for inspiring other regions to replicate the system. This research seeks to answer the questions: first, how is community participation in the utilisation of Jabar Saber Hoaks? Second, how does the government respond in managing community participation in Jabar Saber Hoaks? To answer these questions, this research uses descriptive qualitative method. The theoretical framework used is Digital Democracy and e-Participation.
The results of the study can be described in the following conclusions. First, in 2023 public participation in the use of Jabar Saber Hoaks decreased and the trend of complaints was closely related to viral issues. Participation that has been carried out is not only in the form of a complaint request but there is participation as an observer of Jabar Saber Hoaks social media. Second, the management of complaints is very procedural and the obstacles faced by the government are the limitations of the team which results in a decrease in service performance. The search for information identified as hoaxes goes through a focused and thorough checking stage so that the settlement process is relatively long. The commitment of Jabar Saber Hoaks is very good in clarifying and digital literacy efforts and updating data on the highest number of reports and issues of complaints. In the perspective of digital democracy theory and e-Participation, all existing parts can be said to have fulfilled. However, in terms of community involvement in making decisions, it is only limited to consideration for socialisation because communication in this channel is only one-way.
