Abstract

Dalam pengambilan keputusan secara berkelompok, penyatuan preferensi masing-masing pengambil keputusan sangat menentukan dalam mengambil suatu keputusan. Dalam penelitian ini, sistem pendukung keputusan kelompok dibangun berdasarkan kombinasi tiga metode: best worst method, TOPSIS, dan copeland score. Best worst method digunakan untuk pembobotan kriteria, metode TOPSIS digunakan untuk peringkat alternatif dan metode copeland score digunakan untuk menyatukan preferensi semua pengambil keputusan dan mendapatkan hasil akhir peringkat alternatif. Kombinasi best worst method dan TOPSIS dipilih karena memiliki keunggulan dalam hal kompleksitas dan konsistensi komputasi, sehingga dinilai lebih efisien dan reliabel. Sementara copeland score memiliki keunggulan efektif dan stabil sebagai alat dalam sistem voting. Model yang diusulkan diujikan dalam pemilihan calon penerima bantuan sosial. Hasil perhitungan menunjukkan bahwa alternatif 9 memiliki skor tertinggi dibanding alternatif lainnya dengan nilai 9. Ada tiga pengambil keputusan, yaitu bidang kesehatan, bidang pendidikan, dan bidang kesejahteraan sosial, yang menentukan peringkat akhir dari setiap alternatif. Analisis sensitivitas menunjukkan bahwa konsep sistem pendukung keputusan kelompok yang diusulkan solid, dengan persentase perubahan yang rendah.

In group decision making, combining the preferences of each decision maker is critical in making a decision. In this research, a group decision support system was built based on a combination of three methods: best-worst method, TOPSIS, and copeland score. The best worst method is used for weighting the criteria, the TOPSIS method uses alternative ranking and Copeland score methods to unify the preferences of all decision makers and obtain the final result of the alternative ranking. The combination of the best-worst method and TOPSIS was chosen because it has advantages in terms of complexity and computational consistency, which makes it considered more efficient and reliable. Meanwhile, the Copeland score has the advantage of being an effective and stable tool in the voting system. The proposed method was tested in the selection of candidates for social assistance recipients. The result of the calculation show that alternative 9 has the highest score compared to other alternatives, with a value of 9. Three decision makers determine the final ranking of each alternative: the health sector, education sector, and social welfare sector. Sensitivity analysis showed that the proposed group decision support system concept was solid, with a low percentage of change.
