Abstract

This research was written to see how the process of cooperation that exists between
the City Government of Semarang and PT. Go-Jek Indonesia in providing Go-Pay
payments for BRT Trans Semarang as a step to improve public services. This study
uses qualitative methods using interview techniques with predetermined sources.
Interviews were conducted with the General Division of the BLU UPTD Trans
Semarang, as the main manager of BRT public transportation services in Semarang
City.
This research resulted in the finding that the collaboration that existed between the
Government of Semarang City and PT. Go-Jek Indonesia regarding the provision
of Go-Pay as a payment service for BRT Trans Semarang is quite successful. This
finding is supported through data obtained during interviews and through analysis
conducted by the author. The cooperation relationship between Semarang City
Government and PT. Go-Jek Indonesia is supported by an increase in the number
of Go-Pay users for Trans Semarang at the start of its launch which reached 50,000
users and continues to increase, as well as revenue from non-cash transactions
reaching 11% of Trans Semarang's total revenue, with 91.59% coming from
applications Go-Pay itself. The cooperation between the two parties was analyzed
using the theory of Regional Autonomy and assessed with indicators based on the
concept of Good Governance which resulted in the finding that the cooperation
between the government and the private sector was considered successful and met
the criteria as good cooperation and benefited both parties.
