Urban slums have arisen out of incompetence or the failure of the community to be able to compete to reach and have everythingthe need to support his daily needs. Public empowerment can an alternative solution to deal with the existing problem of slumsin Indonesia. Empowerment is a concept for giving greater responsibility to people about how to doing a work. The "Kotaku" program intends to build systems that are integrated management for slums, where the regional government leads and collaborate with stakeholders in planning as well implementation, and prioritizing community participation. Discussion the subject of this research is how the implementation of the Kotaku program is seen from the perspective of the theory of public empowerment.
This research is a descriptive qualitative research, which aims to multiply or build a proposition or explain the meaning behindreality. Data collection techniques in this study using the method observation, interview and documentation. The primary data source of this thesis obtained from interviews with sources directly related to research problem. And second data obtained from archives, worksrelevant scientific research, notes, documents, photographs and online sources and other supporting data.
The results of the study indicate that community empowerment in the "Kotaku" program in Karangwaru district, it went well at this stage preparation, planning and implementation. At first Karangwaru was a
slums, have now turned into safe, clean andcomfortable. The Kali Buntung River that passes through it has been revitalized so that it is water the river no longer overflowed. In addition, riverbank access is also used asriver maintenance lane. But in the post-infrastructure development stage it can be said that the empowerment process is not running as it is at previous stage. So that at the stage of sustainability and maintenance dominated by the same society.
Overall the Kotaku Program in Karangwaru Village can said to have been well proven by the development and replication of the programconducted by the public. But more assistance is needed further both carried out by consultants and local governments to BKM TridayaWaruMandiri and other Karangwaru communities to process empowerment in the "Kotaku" program can continues, especially in stages sustainability and maintenance.
