Abstract

The concept of elections in international standards contains provisions that
election organizers are limited in terms of office or period. Before ending a
position, the government or legislature of the party assigned to conduct the
selection of members of the Election Organizer, forms a selection team for
candidates for members of the Election Organizer. Entering the preparations for
the 2019 elections, precisely a year before the holding of the first simultaneous
democracy party, the KPU conducted a Selection of Candidates for the 2018-2023
Regency/City KPU Members in Indonesia. However, in its implementation, the
selection was colored by problems in the form of complaints from some participants
against the performance of the mobile team which was considered not open and
indicated that fraud occurred.
For the above, this study intends to analyze each stage in promulgating the
results and selection process of members of the Central Java KPU 2018-2023, the
problems that occur, and the factors causing problems in the selection and the
influence of interests in it. The theoretical reference is aligned with the selection
rationale elaborated with the theory of public interest (public choice), political
conflicts and election governance. Qualitative research methods with a casespecific approach become the basis of the research mechanism. The research
location was carried out in Central Java. In-depth interviews and documentation
became a means of collecting research data. Informants include actors,
participants and supporting actors. Data analysis was carried out by the creswell
model analysis method.
As for the findings in the field, the selection process is still considered in the
corridor of idea principles. Problems that arise in the selection process to cause
lawsuits by selection participants occur due to disappointment in the openness of
the selection process. Based on the theory of conflict that arises due to the
dominance of authority, it has an impact on changing and softening the meaning of
open selection designs. This negative sentiment is based on the non-synergy of rules
or procedurals with facts on the ground and the lack of commitment to transparency
from the selection organizers in relation to the indepedence and impartiality of an
organizer who is free from group interests, still overshadowed by political pressure
and partiality.
Being a suggestion for research, is the adjustment of the selection design
which is not only directed at the aspect of smooth administration alone, but
emphasizes how a selection stage covers all principles of electoral governance in
making selection design commitments and requires a deep understanding of the
selection organizers and participants in implementing the principles when clashed
with the existence of laws related to electoral governance and the realization of
institutions or groups to oversee internal control and bridge outside interests, as
an effort to minimize the potential for indepedence of organizers in a political point
of view
