Abstract

This study tried to analyze the policy implementation of Direct Cash Assistance of
Village Funds and the factors that influence the policy implementation especially
in Rengaspendawa Village, Klampok Village, and Padasugih Village. As the
COVID-19 pandemic which first appeared at the end of 2019 in Wuhan, China, it
continues to spread throughout the world and causing more than 590 million
people worldwide to be infected with the virus. In Indonesia, the pandemic has a
significant impact on all sectors of the nation's life. In the context of anticipating
the impact of the COVID-19 pandemic, the Government has launched several
Social Safety Net programs, one of which is called as the Direct Cash Assistance
of Village Funds which is estimated to ease the economic burden on rural
communities. This research is a kind of a study case which is taking place in
Rengaspendawa Village, Klampok Village, and Padasugih Village. This study
uses a qualitative method with a descriptive analytical approach. Data obtained
through observation with structured interviews and document review. Based on
the results, it was found that the Direct Cash Assistance of Village Funds is
running to cover the poverty level of rural communities but has not been
maximized because it has not fully succeeded in reducing poverty levels and the
number of poor people in rural areas. Related to the implementation performance,
it is found that there are aspects that work quite well including communication
and resources. Meanwhile, the aspects that have not worked well enough include
the disposition and structure of the bureaucracy. However, support from all parties
is very needed in the future improvements, especially in the terms of accelerating
the achievement of village SDGs through national economic recovery in
accordance with national priority programs according to village authority.
