Abstract

The service that are located in a government organization are expected to provide information on administration services effectively for the needs of the community, especially in the process of population data. This can be done with the activites of citizenship administrative services. This research aimed to know the citizenship administrative services after “Arsip Masuk Desa” program in Lerep Village of West Ungaran district of Semarang. The methodological reseacrh used in this research was descriptive qualitative. In this study, researchers collected the information from six informants with purposive sampling technique. The techniques of collecting data in this study used observation and interview. The method of analyzing data in this study is thematic analysis. The results of this study showed Lerep Village Council Hall has conducted several phases of the “Arsip Masuk Desa” organized by the Department of Archives and Library of Semarang Regency. Implementation of the “Arsip Masuk Desa” program at Lerep Village Council Hall is a village officers capable of managing textual archives in accordance with the guidelines for management of archives and village officers capable of using E-arsip application as a form of archive system automation to save and manage incoming and outgoing mail. After applied of “Arsip Masuk Desa” program the citizenship administrative services at Lerep Village Council Hall there is a fairly basic change, especially in terms of service procedures become easier, the time of service is faster, the provision of physical facilities adequate, guaranteed services fees and village devices are able to provide assurance in the administration services at Lerep Village Council Hall.
Layanan yang berada pada sebuah organisasi pemerintahan diharapkan dapat memberikan informasi layanan administrasi secara efektif bagi kebutuhan masyarakat terutama dalam proses dibidang data kependudukan. Hal ini dapat dilakukan dengan kegiatan layanan administrasi kependudukan. Penelitian ini bertujuan untuk mengetahui layanan administrasi kependudukan pasca penerapan “Arsip Masuk Desa” di Desa Lerep Kecamatan Ungaran Barat Kabupaten Semarang. Jenis penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Dalam penelitian ini, peneliti menggunakan enam orang informan dengan teknik purposive sampling. Teknik pengambilan data yang digunakan dalam penelitian ini yaitu observasi dan wawancara. Metode analisis data yang digunakan dalam penelitian ini adalah analisis tematik (thematic analysis). Hasil penelitian ini menunjukkan bahwa Kantor Balai Desa Lerep telah melakukan beberapa tahapan program “Arsip Masuk Desa” yang diselenggarakan oleh Dinas Kearsipan dan Perpustakaan Kabupaten Semarang. Hasil implementasi program “Arsip Masuk Desa” di Kantor Balai Desa Lerep yaitu perangkat desa mampu mengelola arsip tekstual sesuai dengan pedoman pengelolaan arsip dan perangkat desa mampu menggunakan aplikasi E-arsip sebagai bentuk otomasi sistem kearsipan untuk menyimpan dan mengelola surat masuk atau keluar. Setelah diterapkan “Arsip Masuk Desa” pelayanan administrasi kependudukan di Kantor Balai Desa Lerep terdapat perubahan yang cukup mendasar terutama dari segi prosedur pelayanan menjadi lebih mudah, waktu pelayanan semakin cepat, penyediaan fasilitas fisik yang memadai, terjaminnya biaya pelayanan dan perangkat desa mampu memberikan kepastian dalam layanan administrasi kependudukan di Kantor Balai Desa Lerep.
