Abstract

Regional head elections (Pilkada) which were held simultaneously at the
beginning are considered to still have several weaknesses, including the potential
for regional elections to bring conflict due to polarization. One of them is the
conflict in the Pilkada which was held in 2010 in Tana Toraja Regency which
caused heavy casualties and material losses. This study aims to analyze the
triggers of the riots, the actors involved and the factors causing the riots in the
2010 local regional head elections of Tana Toraja Regency in order to obtain
improvements in the future regional elections. This type of research is a
qualitative research with a descriptive approach. The research was conducted in
Tana Toraja Regency. Data was collected through in-depth interviews and
documentation. Research informants include organizing actors, participants and
supporting actors. Data analysis was done by using interactive model analysis
method.
The results of the study indicate that the regional head elections in Tana
Toraja Regency in 2010 occurred horizontal political conflicts that were
destructive in nature, causing material losses and human lives. The conflict
process was triggered by growing suspicions of potential fraud by the incumbent
due to a conflict of interest, the release of the survey mentioning the winner of the
regional election, and power outages in most areas at the same time as the vote
counting at the polling stations. Common factors that drive conflict include the
candidate's unpreparedness to lose. Meanwhile, special factors include
dissatisfaction with the Pilkada process based on allegations of unprofessional
Pilkada organizers and the large number of candidates, increasing the number of
mass support and interest groups. The successful resolution of the 2010 Tana
Toraja Regency Pilkada conflict was carried out not only using a legal approach
but also conflict resolution by strengthening a social approach based on the local
wisdom of the Tana Toraja community. So that this success became a turning
point for designing democratic, honest, fair, and integrity elections and the
implementation of regional elections in particular.
