Abstract

Wilayah pesisir Pekalongan semakin rentan terhadap risiko banjir akibat penurunan muka tanah dan perubahan iklim yang mengakibatkan kenaikan muka air laut. Belum adanya peta risiko banjir di wilayah pesisir Pekalongan akan menyulitkan dalam melakukan penanganan banjir yang sesuai. Tujuan penelitian ini adalah untuk mengembangkan model spasial indeks risiko banjir dan strategi mitigasi risiko banjir di pesisir Pekalongan. Metode model spasial risiko banjir disusun dengan pendekatan kuantitatif menggunakan metode sistem indeks dan GIS di mana indikator penyusunnya didapat dari kuesioner dan wawancara dengan masyarakat dan pemerintah setempat. Sedangkan strategi banjir menggunakan pendekatan kualitatif, yaitu in-depth interview dengan stakeholders yang kemudian diolah hasilnya dengan software ATLAS.ti 9. Berdasarkan hasil model spasial indeks risiko banjir, level risiko banjir di pesisir Pekalongan berada di level sedang hingga level sangat tinggi, dengan mayoritas 77% wilayah berada di level risiko tinggi. Tingginya tingkat risiko banjir rob dan hujan disebabkan tingkat keterpaparan yang tinggi dan kapasitas adaptif masyarakat yang masih rendah. Dalam jangka pendek, mitigasi risiko banjir di wilayah pesisir Pekalongan yang dapat dilakukan adalah fokus kepada pembangunan dan pemeliharaan tanggul laut dan long-storage serta pembangunan tanggul sungai. Namun, dalam jangka panjang, penguatan kapasitas masyarakat melalui sosialisasi, pelatihan, pendidikan, maupun koordinasi serta konservasi mangrove dapat menjadi solusi dalam penanganan banjir di pesisir Pekalongan.

Land subsidence and sea level rise make the coastal area of Pekalongan more vulnerable to the risk of flooding due to flooding. Due to the absence of flood risk map, it is it is difficult to carry appropriate flood management. This study aims to develop flood risk spatial index model and mitigation strategy of flood in the coastal area of Pekalongan. The flood risk spatial index model is developed using quantitative approach with GIS and index system. This study uses questionnaires and interview with local communities and government to construct the indicators. While for the flood mitigation strategy, this study used qualitative approach using in-depth interview with stakeholders which later analyzed using ATLAS.ti 9. According to spatial index model, this study found that flood risk in the coastal area of Pekalongan varied from low, moderate, to high risk, with the majority of 77% of the area being at a high risk level. In the short term, the mitigation strategies can focus on the construction and maintenance of sea-wall and long-storage as well as river embankments construction. However, in the long term, strengthening community capacity through socialization, training, education, and coordination as well as mangrove conservation can be a solution in dealing with flooding on the coastal area of Pekalongan.
