Abstract

Perubahan iklim merupakan efek negatif aktivitas langsung maupun tidak langsung manusia namun dampaknya dirasakan oleh seluruh mahkluk hidup yang ada di bumi. Sebagai respon atas memburuknya perubahan iklim, Kementerian Lingkungan Hidup dan Kehutanan merilis Program Kampung Iklim (ProKlim), sebagai bentuk Community Based Adaptation (CBA) di Indonesia. Perbedaan tipologi wilayah diduga berpengaruh terhadap penerapan ProKlim sehingga penelitian ini bertujuan untuk a) menganalisis penerapan CBA di lokasi ProKlim kawasan pegunungan, b) menganalisis penerapan CBA di lokasi ProKlim kawasan pesisir, dan c) membandingkan penerapan CBA di lokasi ProKlim kawasan pegunungan dan pesisir. Penelitian ini merupakan penelitian kualitatif deskriptif di Desa Gondang (ProKlim kawasan pegunungan) dan Desa Kartikajaya (ProKlim kawasan pesisir). Teknik pengumpulan data melalui wawancara mendalam, observasi, dan Focus Group Discussion (FGD). Hasil penelitian menunjukkan bahwa CBA ternyata telah dilaksanakan di dua lokasi penelitian sebelum adanya ProKlim sebagai kebiasan dan kearifan lokal turun temurun. Faktor pendorong keberhasilan CBA di kedua lokasi ProKlim dengan tipografi yang berbeda adalah adanya local hero, keterlibatan pemerintah, dukungan kebijakan, dan dukungan finansial. Faktor penghambat adalah pandemi Covid-19 karena pelaksanaan kegiatan ProKlim yang sebagian besar bersifat komunal.

Climate change is a negative effect of direct and indirect human activities, but its impact is felt by all living things on earth. In response to the worsening climate change, the Ministry of Environment and Forestry released the Climate Village Program (ProKlim), as a form of Community Based Adaptation (CBA) in Indonesia. Differences in regional typology are thought to affect the application of ProKlim, so this study aims to a) analyze the application of CBA in the mountainous area of ProKlim, b) analyze the application of CBA in the coastal area of ProKlim, and c) compare the application of CBA in the mountainous and coastal area of ProKlim. This research is a descriptive qualitative research in Gondang Village (ProKlim mountain area) and Kartikajaya Village (Coastal area ProKlim). Data collection techniques through in-depth interviews, observation, and Focus Group Discussion (FGD). The results showed that CBA had actually been implemented in two research locations prior to the existence of ProKlim as a tradition and local wisdom that was passed down from generation to generation. The factors driving the success of CBA in the two ProKlim locations with different typography are the presence of local heroes, government involvement, policy support, and financial support. The inhibiting factor is the Covid-19 pandemic because the implementation of ProKlim activities are mostly communal.
