Abstract
Permintaan daging sapi di Indonesia terus meningkat, sementara produksi domestik masih belum mampu memenuhi kebutuhan nasional. Kondisi ini antara lain disebabkan oleh dominasi peternak skala kecil yang memiliki keterbatasan akses terhadap pembiayaan formal. Keterbatasan agunan, rekam jejak keuangan yang terbatas, serta tingginya risiko usaha membuat lembaga keuangan konvensional cenderung berhati-hati dalam menyalurkan kredit kepada sektor ini. Platform urun dana berbasis teknologi digital berpotensi menjadi alternative pembiayaan yang dapat memperluas akses modal bagi pelaku usaha penyedia daging sapi. Namun, keterlibatan berbagai aktor dalam platform digital menimbulkan kompleksitas dalam pengelolaan interaksi, koordinasi, dan pengambilan keputusan sehingga memerlukan model tata kelola yang mampu mengintegrasikan dimensi sosial, teknologi, dan regulasi.
Penelitian ini bertujuan merumuskan model tata kelola platform urun dana Open Responsible Agrifood Sharing (ORAS) Funder untuk mendukung ekosistem penyedia daging sapi. Penelitian menggunakan pendekatan kualitatif dengan metode Grounded Theory (GT) untuk mengidentifikasi kategori konseptual dari data empiris serta Actor–Network Theory (ANT) untuk memetakan hubungan antara aktor manusia dan non-manusia dalam jaringan sosioteknis platform. Perspektif inovasi terbuka digunakan untuk menjelaskan mekanisme kolaborasi dan pertukaran sumber daya antar aktor dalam ekosistem pendanaan.
Hasil penelitian menunjukkan bahwa model ORAS Funder mengadopsi tata kelola kolaboratif–hibrid yang memposisikan platform sebagai simpul koordinasi dalam jaringan sosioteknis yang menghubungkan peternak, pengepul, investor, regulator, serta komponen teknologi digital seperti sistem rekomendasi, kontrak digital, dan sistem pembayaran. Model ini juga mengintegrasikan skema pendanaan hybrid berupa debt dan equity yang disesuaikan dengan karakteristik usaha penyedia daging sapi. Model ORAS Funder diharapkan dapat meningkatkan akses pembiayaan, memperkuat koordinasi antar aktor, serta mendukung keberlanjutan ekosistem agribisnis penyedia daging sapi.

Demand for beef in Indonesia continues to increase, while domestic production is still unable to meet national needs. This situation is partly due to the dominance of small-scale livestock farmers who have limited access to formal financing. Limited collateral, limited financial track records, and high business risks make conventional financial institutions cautious about extending credit to this sector. Digital technology-based crowdfunding platforms have the potential to provide alternative financing that can expand capital access for beef providers. However, the involvement of multiple actors in digital platforms creates complexity in managing interactions, coordination, and decision-making, necessitating a governance model that integrates social, technological, and regulatory dimensions.
This study aims to formulate a governance model for the Open Responsible Agrifood Sharing (ORAS) Funder crowdfunding platform to support the beef providers ecosystem. The study uses a qualitative approach with Grounded Theory (GT) to identify conceptual categories from empirical data and Actor–Network Theory (ANT) to map the relationships between human and non-human actors within the platform's socio-technical network. An open innovation perspective is used to explain the mechanisms of collaboration and resource exchange among actors within the funding ecosystem.
The research results show that the ORAS Funder model adopts a collaborative-hybrid governance model that positions the platform as a coordination node in a socio-technical network connecting farmers, collectors, investors, regulators, and digital technology components such as recommendation systems, digital contracts, and payment systems. This model also integrates a hybrid funding scheme in the form of debt and equity tailored to the characteristics of beef providers businesses. The ORAS Funder model is expected to improve access to financing, strengthen coordination between actors, and support the sustainability of the beef providers agribusiness ecosystem.
