Abstract

Kepadatan penduduk dan beragam aktivitas yang dilakukan oleh masyarakat di daerah perkotaan berimplikasi pada peningkatan jumlah timbulan sampah. Upaya komprehensif dari seluruh pihak sangat dibutuhkan dalam pengelolaan sampah, bukan hanya pemerintah sebagai penyedia layanan namun juga masyarakat sebagai penghasil sampah. Kecamatan Sragen sebagai ibu kota kabupaten memperoleh prioritas dalam layanan pengelolaan sampah dari pemerintah daerah. Penelitian ini bertujuan untuk menganalisis tingkat partisipasi masyarakat dalam melakukan pengelolaan sampah rumah tangga serta persepsi dan harapan masyarakat terhadap kinerja layanan pengelolaan sampah di wilayah Kecamatan Sragen. Metode yang digunakan yaitu deskriptif kualitatif dan kuantitatif untuk menganalisis data primer dan sekunder. Skala Likert digunakan untuk menganalisis persepsi, harapan dan tingkat partisipasi masyarakat dalam pengelolaan sampah. Importance Performance Analysis (IPA) digunakan untuk menganalisis kinerja layanan pengelolaan sampah berdasarkan persepsi dan harapan masyarakat. Hasil penelitian menunjukkan bahwa penyelenggaraan sistem pengelolaan sampah di Kabupaten Sragen masih belum berjalan secara optimal karena keterbatasan sumber daya dan anggaran. Tingkat partisipasi masyarakat di Kecamatan Sragen dalam melakukan pengelolaan sampah berada pada tangga consultation yang termasuk dalam kategori sedang. Sedangkan faktor-faktor yang perlu diperbaiki dalam layanan pengelolaan sampah berdasarkan persepsi dan harapan masyarakat antara lain jumlah armada pengumpul dan pengangkut sampah yang belum mencukupi, masih kurangnya ketersediaan tempat sampah terpilah di ruang publik, kondisi bangunan pengumpul sampah yang masih terdapat tumpukan sampah, adanya petugas pengumpul dan pengangkut sampah yang belum menggunakan APD serta penggunaan teknologi pengolah sampah yang belum ramah lingkungan.

Population density and various activities carried out by the community in urban areas have implications for an increase in the amount of waste generated. Comprehensive efforts from all parties are needed in solid waste management, not only the government as a service provider but also from the community as waste producers. Sragen, as the capital of the regency, receives priority in solid waste management services from the local government. This study aims to analyze the level of community participation in household waste management as well as the community's perceptions and expectations of the performance of solid waste management services in the Sragen Subdistrict. The methods used are descriptive qualitative and quantitative to analyze primary and secondary data. The Likert scale is used to analyze perceptions, expectations, and the level of community participation in solid waste management. Importance Performance Analysis (IPA) was used to analyze the performance of solid waste management services based on community perceptions and expectations. The results showed that the implementation of the waste management system in Sragen Subdistrict was still not optimal due to limited resources and budget. The level of community participation in solid waste management was at the consultation level, which is classified as moderate. Meanwhile, factors that need to be improved in solid waste management services based on community perceptions and expectations include the inadequate quantity of garbage collection and delivery vehicles, the absence of segregated waste receptacles in public areas, the condition of waste collection buildings that still have piles of waste, the presence of waste collection and transportation officers who do not use PPE, and the use of waste processing technology that is not environmentally friendly.
