Abstract

The PUSPAGA Program is a family-based preventive service implemented by the
Office of Women’s Empowerment and Child Protection (DP3A) as an effort to
strengthen family resilience through education, counseling, and assistance
activities. This study aims to examine and identify the factors that cause the
implementation of the PUSPAGA program to be less than optimal in preventing
gender-based violence. The research employs a qualitative approach with a
descriptive method to gain an in-depth understanding of the factors influencing
program implementation in East Semarang District. Data were collected through
interviews, observations, and documentation, and analyzed using data
condensation, data display, and conclusion drawing techniques. The findings
reveal that the suboptimal implementation of the program is influenced by five
main aspects: policy content, resources, implementers, implementation context,
and communication and coordination. In terms of policy content, program targets
and operational strategies have not been fully implemented effectively at the
district level. The limited number of professional staff has affected the quality of
services provided. The high workload caused by the shortage of implementers has
also resulted in less effective program execution. Consequently, the program’s
outreach has not been able to fully cover all target groups. In addition, sociocultural factors such as strong patriarchal norms, stigma toward victims, and
suboptimal cross-sectoral coordination have hindered the achievement of program
objectives. Therefore, strengthening institutional capacity, increasing resources,
and optimizing communication and coordination are necessary to enhance the
program’s effectiveness and sustainability.
