Abstract

Transformasi digital meningkatkan efisiensi dan produktivitas organisasi, tetapi juga menimbulkan risiko ekologis seperti peningkatan konsumsi energi dan limbah elektronik. Praktik Green IT di Indonesia masih bersifat parsial dan belum diintegrasikan ke dalam kebijakan formal tata kelola risiko. Penelitian sebelumnya lebih berfokus pada efisiensi teknis tanpa mengaitkan dimensi keberlanjutan dengan manajemen risiko TI. Oleh karena itu, penelitian ini berupaya menjembatani kesenjangan tersebut melalui integrasi dimensi nilai GITVM dengan proses manajemen risiko APO12 sebagai bagian dari penguatan IS Governance for Sustainability. Penelitian ini mengembangkan model konseptual manajemen risiko Green Information Systems (Green IS) melalui integrasi antara Green IT Value Model (GITVM) dan kerangka kerja COBIT 2019 domain APO12 (Managed Risk). Model ini dirancang untuk memperkuat tata kelola risiko TI berorientasi keberlanjutan dengan menempatkan nilai keberlanjutan TI sebagai dasar pengambilan keputusan, identifikasi risiko, dan penyusunan strategi mitigasi. Hasil analisis empiris menunjukkan bahwa hipotesis pertama (H1) ditolak, karena tidak terdapat perbedaan signifikan antar jabatan terhadap tingkat awareness, translation, comprehension, dan green IT value. Sebaliknya, hipotesis kedua (H2) diterima secara parsial, di mana hanya dimensi Green IT Value yang berpengaruh signifikan terhadap efektivitas manajemen risiko Green IS. Nilai strategis Green IT terbukti menjadi faktor utama dalam memperkuat tata kelola risiko TI berkelanjutan. Penelitian menggunakan pendekatan kuantitatif eksplanatif dengan dukungan metode Design Science Research (DSR). Analisis dilakukan menggunakan Partial Least Squares–Structural Equation Modelling (PLS-SEM) dengan data dari 34 responden Unit Sistem Informasi PT Kereta Api Indonesia (Persero). Hasil menunjukkan kemampuan prediktif tinggi (R² = 0,896) serta risiko tertinggi pada aspek identifikasi dan penanganan (PR27, PR31, PR32). Integrasi GITVM–COBIT 2019 menghasilkan model manajemen risiko Green IS yang efektif, efisien, dan berorientasi keberlanjutan, sekaligus mendukung efisiensi operasional dan penciptaan nilai keberlanjutan TI dalam tata kelola SI organisasi.

Digital transformation enhances organizational efficiency and productivity but also introduces ecological risks such as increased energy consumption and electronic waste. Green IT practices in Indonesia remain partial and are not yet integrated into formal risk-governance policies. Previous studies have largely emphasized technical efficiency without linking sustainability dimensions to IT risk management. Therefore, this study aims to bridge this gap by integrating the value dimensions of the Green IT Value Model (GITVM) with the risk-management process of APO12 as part of strengthening IS Governance for Sustainability. This research develops a conceptual model for Green Information Systems (Green IS) risk management by integrating the Green IT Value Model (GITVM) with the COBIT 2019 framework under the APO12 (Managed Risk) domain. The model is designed to reinforce sustainability-oriented IT risk governance by positioning IT sustainability value as the foundation for decision-making, risk identification, and the development of mitigation strategies. Empirical analysis indicates that the first hypothesis (H1) is rejected, as no significant differences are observed across job positions in terms of awareness, translation, comprehension, and Green IT value. Conversely, the second hypothesis (H2) is partially Accepted, showing that only the Green IT Value dimension has a significant influence on the effectiveness of Green IS risk management. The strategic value of Green IT is proven to be a key factor in strengthening sustainable IT risk governance. This research employs a quantitative explanatory approach supported by the Design Science Research (DSR) method. The analysis uses Partial Least Squares–Structural Equation Modeling (PLS-SEM) with data from 34 respondents in the Information Systems Unit of PT Kereta Api Indonesia (Persero). The results indicate high predictive power (R² = 0.896) and identify the highest risks in the identification and treatment stages (PR27, PR31, PR32). The integration of GITVM and COBIT 2019 produces an effective, efficient, and sustainability-oriented Green IS risk-management model that supports operational efficiency and the creation of sustainable IT value within the organization’s information-systems governance.
