Abstract
Permasalahan sampah perkotaan di Kota Semarang semakin kompleks seiring meningkatnya timbulan sampah rumah tangga dan keterbatasan kapasitas Tempat Pemrosesan Akhir (TPA). Kondisi tersebut menuntut penguatan pengelolaan sampah berbasis masyarakat yang berkelanjutan, salah satunya melalui bank sampah. Bank sampah Ngudi Lestari di Kelurahan Tinjomoyo merupakan bank sampah berbasis komunitas yang berkembang dengan dukungan pemerintah dan kemitraan CSR PT Pegadaian, namun masih menghadapi tantangan keberlanjutan dari berbagai aspek. Oleh karena itu, penelitian ini bertujuan menganalisis strategi penguatan keberlanjutan Bank Sampah Ngudi Lestari di Kelurahan Tinjomoyo, Kota Semarang, melalui pendekatan multidimensi yang meliputi aspek ekonomi, sosial, lingkungan, teknologi, dan tata kelola kelembagaan. Metode penelitian menggunakan mixed methods dengan mengkombinasikan data kuantitatif dari kuesioner kepada 69 responden dan kualitatif dari wawancara mendalam serta observasi lapangan. Analisis yang digunakan meliputi analisis deskriptif, triangulasi data, SWOT, serta matriks IFAS dan EFAS. Hasil penelitian menunjukkan Bank Sampah Ngudi Lestari berkontribusi terhadap pemberdayaan ekonomi masyarakat melalui program tabungan emas, penjualan sampah terpilah, dan dukungan CSR Pegadaian. Dari aspek sosial terjadi peningkatan interaksi dan kesadaran masyarakat terhadap pengelolaan sampah. Pada aspek lingkungan, bank sampah berperan dalam pengurangan timbulan sampah dan pengembangan inovasi daur ulang. Aspek teknologi telah dimanfaatkan melalui alat operasional dan media digital, meskipun pencatatan masih bersifat manual. Pada aspek tata kelola kelembagaan, struktur organisasi, SOP, serta dukungan mitra memperkuat operasional bank sampah. Hasil IFAS (3,38) dan EFAS (3,02) menempatkan Bank Sampah Ngudi Lestari berada pada posisi strategis yang kuat dan memiliki peluang pengembangan besar. Penelitian ini merekomendasikan strategi berupa tranformasi digital, penguatan SDM, dan pengembangan kemitraan untuk memastikan keberlanjutan jangka panjang Bank Sampah Ngudi Lestari.

The problem of urban waste in Semarang City is becoming increasingly complex due to the growing volume of household waste and the limited capacity of the Final Processing Site (TPA). This condition demands the strengthening of sustainable community-based waste management, one of which is through waste banks. The Ngudi Lestari Waste Bank in Tinjomoyo Village is a community-based waste bank that has developed with support from the local government and a CSR partnership with PT Pegadaian. However, it still faces sustainability challenges from various aspects. Therefore, this study aims to analyze strategies to strengthen the sustainability of the Ngudi Lestari Waste Bank in Tinjomoyo Village, Semarang City, through a multidimensional approach covering economic, social, environmental, technological, and institutional governance aspects. The research employed a mixed-methods approach, combining quantitative data from questionnaires distributed to 69 respondents with qualitative data obtained from in-depth interviews and field observations. The analysis techniques used include descriptive analysis, data triangulation, SWOT analysis, and IFAS-EFAS matrix assessment. The results indicate that the Ngudi Lestari Waste Bank contributes to community economic empowerment through gold savings programs, segregated waste sales, and CSR support from PT Pegadaian. From a social perspective, it has increased community interaction and awareness of waste management. Environmentally, the waste bank plays a role in reducing waste generation aspect has been utilized through operational tools and digital media, although record-keeping remains manual. In terms of institutional governance, the organizational structure, standard operating procedures (SOPs), and partner support have strengthened the waste bank's operations. The IFAS (3.38) and EFAS (3.02) results place the Ngudi Lestari Waste Bank in a strong strategic position with great potential for further development. This study recommends strategies such as digital transformation, human resource development, and partnership expansion to ensure the long-term sustainability of the Ngudi Lestari Waste Bank.
