Abstract

ABSTRACT

Aryodimas Priyo Jaguardy. 2025. “Analisis Framing Pemberitaan
Pembentukan Badan Anak dan Keluarga (Kodomo Kateichō).” Undergraduate
Thesis. Japanese Language and Culture Study Program, Faculty of
Humanities, Diponegoro University. Advisor: Dewi Saraswati Sakariah, S.S.,

This research examines how Japanese mass media frame news
coverage regarding the establishment of the Children and Families Agency
(Kodomo Kateichō), a new government body inaugurated in April 2023 as a
policy response to Japan’s demographic crisis (shōshika), the increase in child
abuse cases, and the need for cross ministerial coordination in family and child
welfare policies. The study applies Robert N. Entman’s framing theory, which
consists of four analytical elements: define problems, diagnose causes, make
moral judgement, and treatment recommendation.
This research employs a qualitative descriptive method with a media
text analysis approach. The data consist of fourteen online news articles seven
from Asahi Shimbun and seven from Yomiuri Shimbun published between 2023
and 2025. These newspapers were selected based on their contrasting
ideological orientations: Asahi Shimbun represents a progressive liberal
perspective, while Yomiuri Shimbun reflects a conservative and pro
government stance.
The findings indicate that Asahi Shimbun frames Kodomo Kateichō in
a critical progressive manner by emphasizing structural barriers, social
inequality, gender issues, and the need for reform oriented policies that
prioritize family and child welfare beyond administrative measures. In
contrast, Yomiuri Shimbun adopts an affirmative conservative framing that
highlights administrative achievements, family responsibility, and the role of
the government in maintaining social stability and policy effectiveness. These
differences demonstrate that media ideology plays a significant role in shaping
how public policies are framed and interpreted, confirming that mass media
function not only as information providers but also as ideological actors in
contemporary Japanese society
