Abstract
Kawasan Kota Lama Semarang sebagai situs cagar budaya menghadapi persoalan pengelolaan sampah yang semakin kompleks seiring meningkatnya aktivitas wisata dan ekonomi kreatif. Tantangan tersebut tidak hanya berkaitan dengan keterbatasan sistem operasional, tetapi juga dengan rendahnya partisipasi publik dan kapasitas pemanfaatan teknologi digital dalam pelaporan lingkungan. Penelitian ini bertujuan menyusun model pengelolaan sampah berkelanjutan yang mengintegrasikan teknologi digital dan partisipasi publik secara kontekstual di kawasan heritage perkotaan.
Penelitian ini menggunakan pendekatan mixed methods sequential explanatory dengan mengombinasikan analisis sosial, spasial, dan komputasional. Data dikumpulkan melalui survei terhadap 212 responden, observasi pada 122 titik tempat sampah, serta analisis spasial berbasis GIS. Pemodelan teknis dilakukan menggunakan Convolutional Neural Network untuk klasifikasi kondisi tempat sampah, Random Forest Regression untuk prediksi timbulan sampah, dan Vehicle Routing Problem untuk optimasi rute pengangkutan.
Hasil penelitian menunjukkan bahwa sistem pengelolaan sampah eksisting belum sepenuhnya adaptif terhadap dinamika kawasan heritage. Model komputasional yang dikembangkan mampu meningkatkan akurasi klasifikasi dan efisiensi operasional, termasuk pengurangan jarak tempuh dan emisi CO2e. Analisis inferensial memperlihatkan bahwa persepsi masyarakat berpengaruh signifikan terhadap partisipasi publik digital, namun pengaruh tersebut sebagian besar dimediasi oleh literasi digital. Temuan ini menegaskan bahwa partisipasi publik berbasis digital tidak hanya ditentukan oleh sikap, tetapi juga oleh kapasitas masyarakat dalam memahami dan menggunakan teknologi. Kebaruan penelitian ini terletak pada perumusan model pengelolaan sampah berbasis integrasi sosial dan teknologi digital yang diuji secara empiris dan diterapkan dalam konteks kawasan heritage. Model yang dihasilkan bersifat adaptif dan berpotensi direplikasi untuk mendukung tata kelola lingkungan perkotaan berkelanjutan.

The Semarang Old Town area, as a designated cultural heritage site, faces increasingly complex waste management challenges due to the growth of tourism activities and the creative economy. These challenges are not only related to limitations in operational systems but also to low levels of public participation and limited capacity in utilizing digital technologies for environmental reporting. This study aims to develop a sustainable waste management model that contextually integrates digital technology and public participation within an urban heritage area.
This research adopts a mixed-methods sequential explanatory approach by combining social, spatial, and computational analyses. Data were collected through a survey of 212 respondents, field observations at 122 waste bin locations, and GIS-based spatial analysis. Technical modeling was conducted using a Convolutional Neural Network for waste bin condition classification, Random Forest Regression for waste generation prediction, and a Vehicle Routing Problem approach to optimize waste collection routes.
The results indicate that the existing waste management system has not been fully adaptive to the dynamic characteristics of the heritage area. The developed computational models significantly improve classification accuracy and operational efficiency, including reductions in travel distance and CO₂e emissions. Inferential analysis reveals that public perception has a significant effect on digital public participation; however, this relationship is largely mediated by digital literacy. These findings underscore that digital-based public participation is influenced not only by attitudes but also by the community’s capacity to understand and utilize digital technologies. The novelty of this study lies in the formulation of a waste management model that integrates social dimensions and digital technology, empirically tested and applied within an urban heritage context. The proposed model is adaptive and has the potential to be replicated to support sustainable urban environmental governance.
