Abstract

Bencana banjir rob yang semakin intens di kawasan pesisir Kecamatan Sayung, Kabupaten Demak, telah menyebabkan peningkatan timbulan sampah dan tekanan ekologis yang signifikan. Penelitian ini bertujuan untuk: (1) menganalisis sistem pengelolaan sampah yang saat ini diterapkan; (2) menilai dampak lingkungan dari pengelolaan yang tidak efektif; (3) merumuskan strategi pengelolaan sampah yang berkelanjutan dan partisipatif; serta (4) menyusun indikator capaian sebagai alat evaluasi dampak lingkungan pasca-bencana.
Metodologi penelitian menggunakan pendekatan kualitatif dan kuantitatif melalui analisis SWOT, Structural Self-Interaction Matrix (SSIM), pemodelan sistem dinamis (PowerSim), serta analisis spasial kawasan terdampak banjir rob. Hasil penelitian menunjukkan bahwa lemahnya infrastruktur adaptif, minimnya kolaborasi, serta partisipasi masyarakat yang rendah merupakan hambatan utama pengelolaan sampah. Strategi yang dirumuskan meliputi enam elemen kunci: pendanaan, regulasi, kolaborasi lintas sektor, jaringan layanan, kampanye komunitas, dan inovasi teknologi berbasis 3R.
Indikator capaian disusun untuk mengukur efektivitas pengelolaan, mencakup delapan dimensi keberhasilan. Penelitian ini memberikan kerangka kerja komprehensif dalam membangun sistem pengelolaan sampah yang tangguh, adaptif, dan berkelanjutan di wilayah pesisir terdampak bencana.

The increasingly frequent tidal flooding (rob) in the coastal areas of Sayung Subdistrict, Demak Regency, has led to a significant rise in waste generation and ecological pressure. This study aims to: (1) analyze the current waste management system; (2) assess the environmental impacts of ineffective waste management; (3) formulate a sustainable and participatory waste management strategy; and (4) develop achievement indicators as evaluation tools for post-disaster environmental impacts.
The research applies both qualitative and quantitative methods through SWOT analysis, Structural Self-Interaction Matrix (SSIM), dynamic system modeling (PowerSim), and spatial analysis of tidal flood-prone zones. Findings reveal that poor adaptive infrastructure, limited collaboration, and low community participation are key obstacles. The proposed strategy includes six core elements: financing, regulation enforcement, cross-sector collaboration, service network development, grassroots campaigns, and 3R-based technological innovation.
Achievement indicators are structured around eight dimensions to measure waste management effectiveness. This study offers a comprehensive framework to develop a resilient, adaptive, and sustainable waste management system in disaster-affected coastal regions.
