Abstract
development in different educational contexts, including Islamic boarding schools in
Indonesia. Daar Al-Zahra Islamic Boarding School (DZ-IBS) has been running an English
Language Development Program (ELDP) to support students in developing English
communication skills. This study seeks to look at how ELDP is implemented by using the
context, input, and process components of the CIPP framework, which are interpreted
through perspectives of applied linguistics and English language teaching. Using a
qualitative case study design, data was collected through interviews with two ELDP
teachers, one of whom also serve as the program coordinator, focus group discussion with
seventeen students, classroom observations, and document analysis. The data were then
analysed thematically. The findings indicate that ELDP is mainly oriented toward
developing students’ basic English communication skills. In terms of input, the program
depends mostly on curriculum and learning modules provided by an external course
institution. Regarding the process component, ELDP involves a number of routine
activities intended to support English language habituation, however the boarding school
environment does not always sustain consistent English use. Overall, this study shows key
characteristics and challenges in ELDP implementation and suggest the need for further
research focusing on product or outcome evaluation to better examine the program’s long�term impact.

Bahasa Inggris merupakan salah satu keterampilan penting di abad ini. Status bahasa
Inggris sebagai lingua franca menuntut siapapun agar dapat menguasainya, tak terkecuali
santri di pesantren di Indonesia. Menyadari kebutuhan tersebut, Daar Al-zahra Islamic
boarding school (DZ-IBS) membuat adanya English development program (ELDP),
sebuah program bahasa Inggris sebagai upaya untuk membekali siswa dengan
kemampuan tersebut. Penelitian ini bertujuan untuk mengeksploarsi implementasi ELDP
dengan mengacu pada tiga komponen utama model evaluasi CIPP yakni context, input dan
process, serta mengintegrasikannya dengan sudut pandang linguistik terapan. Dengan
menggunakan pendekatan studi kasus kualitatif, melakukan pengumpulan data melalui
wawancara terhadap dua guru bahasa Inggris (salah satunya merangkap sebagai
kordinator), focus group discussion (FGD) bersama 17 santri, observasi dan dokumentasi,
adapun analisis data dilakukan dengan menggunakan tematik analisis. ari aspek proses,
ELDP dilaksanakan melalui berbagai kegiatan rutin yang mendukung pembiasaan
penggunaan bahasa Inggris, meskipun lingkungan pesantren belum secara konsisten
mendukung penggunaan bahasa Inggris dalam kehidupan sehari-hari. Secara
keseluruhan, penelitian ini menggambarkan karakteristik, praktik, dan tantangan dalam
implementasi ELDP di DZ-IBS, serta merekomendasikan penelitian lanjutan yang berfokus
pada evaluasi produk atau hasil pembelajaran untuk melihat dampak jangka panjang
program.
