Abstract

The construction of dams in Indonesia often faces challenges related to cost
efficiency and material quality. Since 2014, dam construction has become a national
priority to enhance irrigation resilience and flood control. However, many projects
struggle to achieve a balance between functionality and economic value. This
research assesses the implementation of the Value Engineering (VE) method in the
river diversion work for the Jragung Dam project, assessing aspects that can be
improved using VE. Primary data, including questionnaire results, and secondary
data such as river diversion documents, international journals, and books, were
utilized to identify the Value Engineering Job Plan. The study employed VE
principles, evaluating several alternatives to select the most cost-effective and
functional design. The implementation of VE in the Jragung Dam project resulted
in significant cost savings of IDR 16.9 billion, or 43% from the alternative design,
while also improving functional performance. The best alternative identified for the
river diversion was Alternative 3, a tunnel diversion method, which proved to be
the most cost-effective and functional compared to other options. Although the
project met its objectives of optimizing cost and time efficiency without
compromising dam functionality and safety, it revealed critical gaps in
documentation and the thoroughness of the function analysis phase. These
shortcomings could affect the effectiveness of VE implementation, as a lack of
detail in function analysis may lead to suboptimal design and execution decisions.
Therefore, this study recommends improvements in documentation and function
analysis, alongside the adoption of best practices from other projects, to maximize
the benefits of VE in the Jragung Dam project. The findings are expected to serve
as a model for other dam projects in Indonesia and beyond.
