Abstract

Penelitian ini didasarkan pada permasalahan yang sering terjadi dalam
proses pengeluaran barang impor dari kawasan pabean, seperti kurangnya
koordinasi antar sistem, khususnya pada sistem Indonesia National Single Window
(INSW), serta ketidaksesuaian grade barang yang dikirim dengan yang dipesan oleh
importir. Permasalahan ini berpengaruh terhadap efektivitas dan efisiensi dalam
rantai pasok logistik impor. Penelitian ini bertujuan untuk menganalisis efektivitas
penanganan pengeluaran barang impor dari kawasan pabean oleh PT. Mitra Kargo
Indonesia. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan
teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi.
Informan dipilih menggunakan teknik purposive sampling, yang terdiri dari empat
karyawan PT. Mitra Kargo Indonesia dan satu importir yang bekerja sama dengan
perusahaan tersebut. Teknik analisis data dilakukan melalui tahapan pengumpulan
data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian
menunjukkan bahwa proses pengeluaran barang impor dapat berjalan dengan
efektif apabila setiap tahapan dilaksanakan sesuai prosedur dan dilengkapi
dokumen yang dibutuhkan. Tahapan tersebut meliputi penerimaan dokumen,
pembuatan PIB, pengurusan custom clearance, pengurusan delivery order, dan
pengeluaran barang dari kawasan pabean. Dalam pelaksanaannya ditemukan
beberapa hambatan, baik dari faktor internal maupun eksternal seperti kesalahan
input data keterlambatan proses clearance, perlunya penyesuaan prosedur,
tertundanya proses bongkar muat dan pengeluaran, barang, penundaan operasional
di pelabuhan, proses clearance tertunda karena dokumen tidak lengkap, dan barang
tertahan untuk pemeriksaan. Oleh karena itu, peningkatan koordinasi, ketelitian,
serta kesiapan sistem menjadi hal penting untuk menunjang kelancaran proses
pengeluaran barang impor.

ABSTRACT
This research is based on recurring issues in the process of releasing
imported goods from bonded zones, such as the lack of coordination between
systems particularly within the Indonesia National Single Window (INSW) as well
as discrepancies between the quality (grade) of goods delivered and those ordered
by importers. These issues significantly impact the effectiveness and efficiency of
the import logistics supply chain. The objective of this study is to analyze the
effectiveness of the handling process for the release of imported goods from bonded
zones by PT. Mitra Kargo Indonesia. This research employs a descriptive
qualitative method, with data collected through interviews, observations, and
documentation. Informants were selected using purposive sampling and consist of
four employees of PT. Mitra Kargo Indonesia and one importer who collaborates
with the company. The data analysis technique follows several stages: data
collection, data reduction, data presentation, and drawing conclusions. The results
indicate that the release process of imported goods can be carried out effectively if
each stage is performed in accordance with standard procedures and accompanied
by the required documentation. These stages include document receipt, preparation
of the Import Declaration (PIB), customs clearance, delivery order processing, and
the release of goods from the bonded zone. In its implementation, several obstacles
were found, both from internal and external factors such as data input errors,
delays in the clearance process, the need for procedure adjustments, delays in the
loading and unloading process and the release of goods, operational delays at the
port, the clearance process was delayed due to incomplete documents, and goods
were held for inspection. Therefore, improved coordination, accuracy, and system
readiness are essential to ensuring a smooth process in the release of imported
goods.
