Abstract

Pengangkutan sampah dari TPS ke TPA Ngronggo di Kota Salatiga saat ini menghadapi berbagai kendala efisiensi. Meskipun dioperasikan oleh 9 unit arm roll dan 1 unit dump truck dengan rata-rata ritasi 6–7 kali per hari, tingkat keterangkutan sampah baru mencapai 71,72%. Beberapa armada mengangkut sampah melebihi kapasitas ideal, yang berisiko menimbulkan ceceran sampah dan mempercepat kerusakan kendaraan. Pembagian beban kerja juga belum merata, di mana terdapat ketimpangan signifikan dalam jarak tempuh dan waktu operasional antar pengemudi. Penelitian ini bertujuan mengevaluasi dan mengoptimalkan rute pengangkutan sampah menggunakan analisis jaringan (network analysis) berbasis QGIS, serta mengidentifikasi strategi peningkatan efisiensi melalui pendekatan Analytical Hierarchy Process (AHP). Hasil optimasi menunjukkan efisiensi jarak tempuh sebesar 10,57 km/hari (1,15%), penghematan bahan bakar sebesar 2,52 liter/hari, serta efisiensi waktu tempuh total 25 menit. Volume sampah terangkut meningkat sebesar 6,89%, dari 83.730 kg/hari menjadi 89.500 kg/hari, didukung oleh perataan distribusi beban kerja dan penambahan 2 ritasi pada TPS Boja dan Tingkir. Metode AHP mengidentifikasi bahwa optimasi rute memperoleh bobot tertinggi (0,606) dari empat alternatif strategi, berdasarkan tiga kriteria utama: efisiensi waktu dan jarak (0,756), biaya operasional (0,172), dan Beban Kerja SDM Pengangkutan (0,072). Integrasi hasil evaluasi rute berbasis GIS dan pendekatan pengambilan keputusan seperti AHP mampu memberikan solusi komprehensif dalam meningkatkan efisiensi dan keberlanjutan sistem pengangkutan sampah di Kota Salatiga.

Waste transportation from TPS to TPA Ngronggo in Salatiga City currently faces various efficiency constraints. Although operated by 9 arm roll units and 1 dump truck unit with an average of 6-7 trips per day, the waste transportation rate has only reached 71,72%. Several fleets transport waste beyond ideal capacity, which risks causing waste spills and accelerating vehicle damage. The distribution of workload is also not evenly distributed, where there is a significant disparity in travel distance and operational time between drivers. This study aims to evaluate and optimize waste transportation routes using QGIS-based network analysis, as well as identify efficiency improvement strategies through the Analytical Hierarchy Process (AHP) approach. The optimization results show a travel distance efficiency of 10,57 km/day (1.15%), fuel savings of 2,52 liters/day, and a total travel time efficiency of 25 minutes. The volume of transported waste increased by 6.89%, from 83,730 kg/day to 89,500 kg/day, supported by the equalization of workload distribution and the addition of 2 trips to TPS Boja and Tingkir. The AHP method identified that route optimization obtained the highest weight (0,660) of the four alternative strategies, based on three main criteria: time and distance efficiency (0,756), operational costs (0,172), and HR productivity (0,072). The integration of GIS-based route evaluation results and decision-making approaches such as AHP is able to provide a comprehensive solution in improving the efficiency and sustainability of the waste transportation system in Salatiga City.
