Abstract

Perubahan iklim merupakan permasalahan global yang berdampak pada perubahan siklus hidrologi yang mempengaruhi ketersediaan air bersih sehingga diperlukan bentuk adaptasi berbasis komunitas masyarakat untuk menghadapi tantangan tersebut. Penelitian ini mengevaluasi implementasi sistem pemanenan air hujan sebagai strategi adaptasi perubahan iklim di Kelurahan Tugurejo, Semarang, dengan fokus pada keterlibatan komunitas dalam “Program Kampung Iklim" (ProKlim). Dengan menggunakan pendekatan metode campuran, penelitian ini menganalisis penerapan sistem, pemanfaatan dan kualitas air hujan yang ditampung, serta peran dan tantangan yang dihadapi oleh para pemangku kepentingan. Data kualitatif yang dikumpulkan melalui wawancara semi-terstruktur dengan pengelola ProKlim, Lembaga Pemberdayaan Masyarakat Kelurahan (LPMK), ketua RW, dan Dinas Lingkungan Hidup (DLH) Kota Semarang, bersama dengan observasi lapangan, mengungkapkan bahwa penerapan sistem penampungan air hujan tidak tersedia pada wilayah penduduk. Sistem instalasi permanen ditemukan berada di fasilitas umum karena biaya awal yang tinggi dan ketersediaan sumber air alternatif seperti sumur artesis. Analisis kuantitatif, berdasarkan uji kualitas air fisik-kimia (pH, DO, TDS, TSS) dari dua sampel air hujan, menunjukkan kualitas yang baik untuk keperluan non-konsumsi. Studi ini menyoroti perlunya sosialisasi yang lebih luas, insentif pemerintah, dan dukungan finansial untuk mendorong adopsi sistem pemanenan air hujan yang lebih luas untuk kebutuhan primer, sehingga meningkatkan ketahanan komunitas terhadap perubahan iklim.

Climate change is a global issue that impacts the hydrological cycle, affecting the availability of clean water. This necessitates community-based adaptation measures to address such challenges. This study evaluates the implementation of rainwater harvesting systems as a climate change adaptation strategy in Tugurejo Subdistrict, Semarang, with a focus on community involvement in the "Climate Village Program" (ProKlim). Using a mixed-methods approach, the study analyzes the system's implementation, the utilization and quality of harvested rainwater, as well as the roles and challenges faced by stakeholders. Qualitative data, collected through semi-structured interviews with ProKlim managers, the Kelurahan Community Empowerment Institution (LPMK), neighborhood association (RW) leaders, and the Semarang City Environmental Agency (DLH), along with field observations, revealed that rainwater harvesting systems were not widely adopted in residential areas. Permanent installations were primarily found in public facilities due to high initial costs and the availability of alternative water sources, such as artesian wells. Quantitative analysis, based on physico-chemical water quality tests (pH, DO, TDS, TSS) of two rainwater samples, indicated good quality for non-consumptive uses. This study highlights the need for broader socialization, government incentives, and financial support to promote wider adoption of rainwater harvesting systems for primary needs, thereby enhancing community resilience to climate change.
