Abstract

Cagar alam merupakan kawasan konservasi yang memiliki fungsi pengawetan keanekaragaman hayati dan penunjang sistem penyangga kehidupan serta memiliki status konservasi paling tinggi dibandingkan kawasan hutan lainnya. Manfaat cagar alam terbatas hanya untuk kegiatan penelitian, ilmu pengetahuan, pendidikan, dan kegiatan penunjang budidaya. Pembatasan akses dan pemanfaatan tersebut menyebabkan adanya tekanan terhadap pengelolaan cagar alam yang berpotensi mengancam kelestariannya sehingga diperlukan partisipasi masyarakat dalam upaya menjaga dan melestarikan kawasan tersebut. Penelitian ini bertujuan untuk menganalisis tingkat partisipasi masyarakat dan merumuskan strategi langkah aksi partisipasi masyarakat dalam pelestarian Cagar Alam Pager Wunung Darupono di Desa Darupono Kabupaten Kendal Jawa Tengah. Metode yang digunakan dalam penelitian ini adalah kualitatif dan kuantitatif menggunakan tangga Arstein dan analisis SWOT. Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat dalam pelestarian Cagar Alam Pager Wunung Darupono menghasilkan skor rata-rata 271 termasuk dalam tingkat partisipasi level empat yaitu consultation dan berdasarkan pembagian kekuasaan, masuk tingkat partisipasi sedang atau tokenisme artinya komunikasi terjadi dua arah tetapi masih bersifat partisipasi yang ritual atau formalitas, masyarakat telah diberi kesempatan untuk menyampaikan pendapat dan terlibat dalam kegiatan pengelolaan kawasan tetapi belum ada jaminan bahwa yang disampaikan akan dilaksanakan atau keputusan masih dibawah pemerintah. Berdasarkan hasil analisis SWOT, strategi partisipasi masyarakat yang tepat adalah meningkatkan kerja sama pengelolaan kawasan dengan Pemerintah Desa Darupono, pelibatan masyarakat dalam pengambilan keputusan dalam pengelolaan kawasan, pembinaan daerah penyangga melalui program pemberdayan masyarakat, peningkatan kapasitas kinerja kelompok masyarakat dan meningkatkan kegiatan penyuluhan dan sosialisasi kepada masyarakat dan sekolahan.

Nature reserves are conservation areas that serve to preserve biodiversity and support life support systems, and have the highest conservation status compared to other forest areas. The benefits of nature reserves are limited to research, science, education, and cultivation support activities. The restrictions on access and utilisation have led to pressure on the management of nature reserves, which could threaten their sustainability, thus requiring community participation in efforts to protect and preserve these areas. This study aims to analyse the level of community participation and formulate strategies for community participation in the conservation of the Pager Wunung Darupono Nature Reserve in Darupono Village, Kendal Regency, Central Java. The methods used in this study are qualitative and quantitative, employing Arstein's ladder and SWOT analysis. The results of the study indicate that the level of community participation in the conservation of the Pager Wunung Darupono Nature Reserve yields an average score of 271, falling under level four participation, which is consultation, and based on the distribution of power, it falls under moderate participation or tokenism, meaning that two-way communication occurs but remains ritualistic or formalistic. The community has been given the opportunity to express opinions and participate in area management activities, but there is no guarantee that what is expressed will be implemented, and decisions remain under government control. Based on the SWOT analysis results, the appropriate community participation strategy is to enhance cooperation in area management with the Darupono Village Government, involve the community in decision-making regarding area management, develop buffer zones through community empowerment programmes, improve the performance capacity of community groups, and increase outreach and socialisation activities for the community and schools.
