Abstract
Perubahan iklim telah menimbulkan dampak serius di wilayah pesisir global, termasuk di Pekalongan, Jawa Tengah, yang mengalami kenaikan muka air laut dan banjir rob yang mengancam berbagai aspek kehidupan. Penelitian ini bertujuan untuk: (1) mengidentifikasi faktor-faktor fisik penyebab banjir pasang melalui analisis penginderaan jauh dan survei lapangan, (2) menilai tingkat kerentanan wilayah pesisir Pekalongan menggunakan Sistem Informasi Geografis (CVI), serta (3) menganalisis persepsi pemangku kepentingan terkait integrasi kerentanan pesisir dalam kebijakan mitigasi. Penelitian ini menggunakan Coastal Vulnerability Index (CVI) untuk menganalisis kerentanan pesisir berdasarkan parameter fisik dan persepsi pemangku kebijakan. Hasil penelitian mengidentifikasi tiga faktor utama penyebab banjir rob: kenaikan permukaan laut, penurunan tanah, dan kontur wilayah yang rendah. Analisis CVI menunjukkan variasi tingkat kerentanan, dengan Bandengan sebagai wilayah paling rentan (skor 8,75) dan Blacanan serta Depok termasuk kategori tidak rentan (skor 3,91). Tantangan utama meliputi keterbatasan infrastruktur, dan rendahnya partisipasi masyarakat. Untuk mengatasi masalah ini, penelitian merekomendasikan penguatan kolaborasi multisektor, pembangunan infrastruktur berkelanjutan, serta pendekatan berbasis ekosistem dengan melibatkan masyarakat secara aktif guna meningkatkan ketahanan wilayah pesisir terhadap banjir rob di masa depan.

Climate change has significantly impacted coastal regions globally, including Pekalongan in Central Java, which is experiencing sea level rise and tidal floods that threaten various aspects of life. This study aims to: (1) identify physical factors causing tidal floods through remote sensing analysis and field surveys, (2) assess the vulnerability level of Pekalongan's coastal areas using Geographic Information System (CVI), and (3) analyze stakeholders' perspectives regarding the integration of coastal vulnerability into flood mitigation policies. The research employs the Coastal Vulnerability Index (CVI) to analyze coastal vulnerability based on physical parameters and policymakers' perceptions. The results identify three main causes of tidal flooding: sea level rise, land subsidence, and low-lying coastal topography. CVI analysis reveals varying vulnerability levels, with Bandengan being the most vulnerable area (score 8.75) while Blacanan and Depok are categorized as non-vulnerable (score 3.91). Key challenges include inadequate infrastructure, and low community participation. To address these issues, the study recommends strengthening multi-sector collaboration, developing sustainable infrastructure, and implementing ecosystem-based approaches with active community involvement to enhance coastal resilience against future tidal floods.
