Abstract
Kebijakan pensiun dini (early retirement) Pembangkit Listrik Tenaga Uap (PLTU) Pelabuhan Ratu dengan kapasitas 3x350 MW merupakan salah satu langkah strategis dalam mendukung transisi energi Indonesia menuju sistem energi rendah karbon. Penelitian ini bertujuan untuk (1) mengidentifikasi dan menganalisis kinerja multi-level governance serta faktor-faktor kunci yang mempengaruhi proses perumusan dan desain kebijakan early retirement PLTU Pelabuhan Ratu dalam konteks transisi energi di Indonesia; dan (2) melakukan analisis komparatif antara rancangan kebijakan early retirement PLTU Pelabuhan Ratu dengan kebijakan serupa di negara lain, serta mengkaji tren penelitian global terkait kebijakan ini dalam konteks Indonesia. Untuk mencapai tujuan tersebut, penelitian ini menggunakan kerangka multi-level governance guna menganalisis peran berbagai aktor, tingkat pemerintahan, serta hubungan antarpemangku kepentingan dalam perumusan kebijakan ini. Dengan pendekatan metode kualitatif, penelitian ini memadukan analisis bibliometrik untuk memetakan perkembangan literatur global terkait early retirement PLTU dan studi kasus komparatif terhadap kebijakan serupa di negara lain. Hasil penelitian mengidentifikasi berbagai tantangan utama, seperti hambatan regulasi, keterbatasan pendanaan, serta isu transparansi dalam tata kelola kebijakan. Selain itu, penelitian ini menemukan beberapa faktor kunci keberhasilan, termasuk keterlibatan masyarakat, dukungan internasional, serta mekanisme pembiayaan yang adaptif. Studi ini juga mengkaji dampak implementasi kebijakan terhadap dekarbonisasi sektor ketenagalistrikan, peningkatan kualitas udara, dan pengurangan emisi gas rumah kaca. Temuan penelitian ini menghasilkan sejumlah rekomendasi kebijakan yang ditujukan untuk memperkuat kapabilitas kelembagaan, memperjelas peran pemangku kepentingan, dan memperlancar proses koordinasi lintas level pemerintahan, sehingga proses perumusan dan pelaksanaan transisi energi dapat berjalan lebih sistematis, terstruktur, dan berkelanjutan. Dengan demikian, penelitian ini berkontribusi pada pencapaian target Nationally Determined Contributions (NDC) serta transformasi menuju sistem energi berkelanjutan. Studi ini diharapkan menjadi referensi praktis bagi pemerintah, PT PLN, investor, dan organisasi internasional dalam mendorong transisi energi yang lebih inklusif dan terintegrasi.

The early retirement policy of the Pelabuhan Ratu Coal-Fired Power Plant (PLTU) with a capacity of 3x350 MW represents a strategic step in supporting Indonesia's energy transition toward a low-carbon energy system. This study aims to (1) identify and analyze the performance of multi-level governance and key factors influencing the formulation and design of the early retirement policy for the Pelabuhan Ratu PLTU in the context of Indonesia’s energy transition; and (2) conduct a comparative analysis between the policy framework of the Pelabuhan Ratu PLTU and similar policies in other countries, while examining global research trends related to this policy in the Indonesian context. To achieve these objectives, this research applies a multi-level governance framework to explore the roles of various actors, levels of government, and stakeholder interactions in policy development. Using a qualitative approach, the study integrates bibliometric analysis to map global literature on coal-fired power plant early retirements and comparative case studies of similar policies in other countries. The findings reveal several key challenges, such as regulatory barriers, funding limitations, and transparency issues in policy governance. Moreover, the study identifies several success factors, including community engagement, international support, and adaptive financing mechanisms. It also examines the impact of policy implementation on power sector decarbonization, improved air quality, and greenhouse gas emission reductions. The results of this study offer several policy recommendations aimed at enhancing institutional capacity, clarifying stakeholder roles, and improving cross-level government coordination, so that the formulation and implementation of energy transition policies can proceed in a more systematic, structured, and sustainable manner. Consequently, this study contributes to the achievement of Indonesia’s Nationally Determined Contributions (NDC) targets and the broader transformation toward a sustainable energy system. It is expected to serve as a practical reference for the government, PT PLN, investors, and international organizations in fostering a more inclusive and integrated energy transition.
