Abstract
Permintaan listrik di Indonesia khususnya pada sistem kelistrikan Jawa dan Bali, diproyeksikan akan mengalami pertumbuhan yang signifikan dalam satu dekade mendatang. Bali sebagai destinasi pariwisata bertaraf internasional, menginisiasi pengembangan energi terbarukan melalui kebijakan Bali Energi Bersih sebagaimana tertuang dalam Peraturan Gubernur No. 45 Tahun 2019. Meskipun demikian, pasokan listrik di Bali hingga saat ini masih didominasi oleh pembangkit listrik berbasis bahan bakar fosil dengan sumber energi primer yang sebagian besar diimpor dari provinsi lain. Sejalan dengan visi transisi menuju energi bersih, pembangunan pembangkit listrik tenaga uap (PLTU) skala besar tidak lagi menjadi opsi yang layak di Bali meskipun kebutuhan energi listrik terus meningkat. Untuk menjawab tantangan ini, Perusahaan Listrik Negara (PLN) sebagai badan usaha milik negara di sektor ketenagalistrikan, merencanakan pembangunan proyek transmisi 500 kV Jawa-Bali Connection (JBC) sebagaimana diamanatkan dalam Rencana Usaha Penyediaan Tenaga Listrik (RUPTL) 2021- 2030. Proyek ini dirancang untuk mengintegrasikan sistem kelistrikan Jawa dan Bali melalui jaringan transmisi 500 kV sepanjang lebih dari + 86,9 km yang terdiri dari Saluran Udara Tegangan Ekstra Tinggi (SUTET) 500 kV sepanjang + 80,4 km dan Saluran Kabel Laut Tegangan Ekstra Tinggi (SKLTET) 500kV sepanjang ± 6,5 km yang melintasi Selat Bali. Infrastruktur ini diharapkan dapat membuka akses Bali terhadap pasokan listrik berbiaya rendah dari pembangkit berkinerja tinggi di Jawa. Hasil kajian ini bertujuan memberikan dukungan terhadap perumusan kebijakan energi dan pengambilan keputusan strategis terkait pembangunan infrastruktur ketenagalistrikan, guna menjamin keandalan pasokan listrik jangka panjang serta mempercepat pencapaian target bauran energi bersih di wilayah Bali.

Electricity demand in Indonesia especially Java and Bali system is projected to grow significantly over the next decade. As an international tourism destination, Bali has initiated the development of renewable energy through the Bali Clean Energy policy, as stipulated in Governor Regulation No. 45 of 2019. Nevertheless, electricity supply in Bali is still predominantly generated from fossil fuel-based power plants, with most of the primary energy sources being imported from other provinces. In line with the vision of transitioning toward clean energy, the development of large-scale coal-fired power plants (PLTU) is no longer considered a viable option in Bali, even though electricity demand continues to increase. To address this challenge, the State Electricity Company (PLN), as the state-owned enterprise in the electricity sector, has planned the development of the 500 kV Java-Bali Connection (JBC) transmission project, as mandated in the Electricity Supply Business Plan (RUPTL) 2021–2030. This project is designed to integrate the Java and Bali power systems through a transmission line spanning over + 86.9 km consisting of overhead lines 500kV approximately + 80,4 km and submarine cable 500kV segment approximately ±
6.5 km crossing the Bali Strait. This infrastructure is expected to open access for Bali to low-cost electricity supply from high-performance power plants in Java. The findings of this study aim to support energy policy formulation and strategic decision-making regarding electricity infrastructure development, in order to ensure long-term power supply reliability and accelerate the achievement of clean energy mix targets in the Bali region.
