Abstract

Perkembangan kota-kota yang pesat di Indonesia menimbulkan permasalahan sampah domestik, apabila tidak dikelola dengan baik dapat menyebabkan berbagai masalah lingkungan di kota tersebut. Demikian juga kota Timika yang berada di kabupaten Mimika, provinsi Papua mengalami perkembangan kota yang cukup pesat, dengan pertumbuhan penduduk untuk blok Kota Timika sebesar 20,66% berdasarkan hasil sensus tahun 2010, juga mengalami permasalahan dimana sampah dibuang di bahu jalan, lahan kosong, dibuang ke sungai, dijadikan material timbunan lahan, dibakar di lokasi penumpukan sampah di wilayah permukiman penduduk. Penelitian evaluasi pengelolaan sampah di kota Timika bertujuan untuk (1) mengkaji pengelolaan sampah di kota Timika, meneliti kondisi penanganan sampah dan tempat pembuangan akhir sampah, (2) menganalisis pengelolaan sampah yang dilakukan oleh Pemerintah Kota Timika dengan fokus kepada manajemen pengelolaan sampah kota Timika, (3) memberikan rekomendasi perbaikan pengelolaan sampah kota Timika. Penelitian ini merupakan penelitian evaluasi menggunakan metode diskriptif kualitatif yang bermaksud mendeskripsikan fenomena yang terjadi berdasarkan hasil ekplorasi, dan berusaha menelaah secara cermat, sistematis terhadap fenomena empirik aktual mengenai pengelolaan sampah domestik di Kota Timika dengan membandingkan dengan standard, praktek terbaik / paradigma baru dalam pengelolaan sampah. Berdasarkan hasil penelitian, untuk meningkatkan pengelolaan sampah di kota Timika beberapa aspek yang perlu diperhatikan yaitu: (1) teknik operasional, (2) kelembagaan, (3) peraturan/hukum, (4) pembiayaan, (5) peran serta masyarakat.

The fast growing cities in Indonesia had raised the domestic waste problem that if it is not properly managed can cause the environmental issues in those cities. Likewise, the city of Timika that is located in Mimika district, in Province of Papua experienced a fairly rapid development of the city, with a population growth at 20,6% based on the result of the 2010 census, also experienced domestic waste problem; which dumped on the side of the road, vacant land, dumped into the river, using waste as filling material for the land, burned at the temporary storage in the middle of the settlement area. Waste management is carried out by the municipal government faced the inadequate infrastructure and pre service facilities, caused the level of services at about 23% only, the operational cost was provided by the local government only, and lack of community participation adds to the complexity of the city waste problems. The research of domestic waste management in the city of Timika aims to: (1) assesses the waste management in Timika town, research the condition of waste management and waste disposal area, (2) analyzing the waste management that ran by the City Government of Timika with a focus on municipal waste management in Timika, (3) provides recommendations for the improvement of Timika town waste management. This research is an evaluation type of research using the descriptive qualitative method which intends to describe the phenomenon that occurs based on the result of exploration, and trying to examine carefully and systematically against the actual empirical phenomenon of the domestic waste management in the city of Timika, by comparing with applicable standards and best practice / new paradigms of waste management. Based on this research, there are some aspects need to be considered for the improvement of waste management in the town of Timika, namely: (1) operational techniques, (2) institutional, (3) the rules / law, (4) financing, (5) community participation.
