Abstract

Penelitian ini bertujuan untuk memilih metode pengambilan keputusan multi-kriteria yang paling efektif yang digunakan dalam pengembangan sistem informasi kinerja pegawai. Pendekatan yang digunakan dalam penelitian ini adalah eksperimen komparatif dengan melakukan perbandingan ketiga metode pengambilan keputusan multi-kriteria, yaitu Simple Additive Weighting (SAW), Analytical Hierarchy Process (AHP), dan Technique for Order Preference Similarity to an Ideal Solution (TOPSIS). Dataset yang digunakan melibatkan 16 pegawai dengan mempertimbangkan data masukan seperti nilai perilaku kerja dan sasaran kinerja pegawai (SKP). Kriteria untuk mengevaluasi nilai perilaku kerja mencakup kualitas layanan, akuntabilitas, kompetensi, keharmonisan, loyalitas, adaptabilitas, kolaborasi, dan pencapaian target. Hasil perbandingan diuji dengan menggunakan Analysis of Variance (ANOVA) satu arah untuk menilai apakah terdapat perbedaan yang signifikan di antara ketiga metode tersebut, serta untuk memberikan bukti pendukung bagi penelitian yang dilakukan. Hasil penelitian menunjukkan bahwa metode SAW memberikan penilaian kinerja yang paling akurat dan relevan, sementara AHP menghasilkan peringkat yang kurang tepat karena beberapa pegawai mendapatkan nilai yang sama meskipun memiliki beban kerja yang berbeda. Metode TOPSIS juga menghasilkan peringkat yang tidak mencerminkan beban kerja yang relevan. Penerapan metode SAW dalam pengembangan sistem informasi kinerja pegawai dapat meningkatkan proses penilaian menjadikannya lebih cepat, objektif, transparan, dan dapat dipercaya. Dengan demikian, metode SAW muncul sebagai metode yang paling efektif dan relevan untuk digunakan dalam pengembangan sistem penilaian kinerja pegawai.

This study aims to select the most effective multi-criteria decision-making method used in the development of an employee performance information system. The approach employed in study is a comparative experiment, comparing three multi-criteria decision-making methods: Simple Additive Weighting (SAW), Analytical Hierarchy Process (AHP), and Technique for Order Preference Similarity to an Ideal Solution (TOPSIS). The dataset used involves 16 employees, considering input data such as work behavior scores and employee performance targets (SKP). The criteria for evaluating work behavior include service quality, accountability, competence, harmony, loyalty, adaptability, collaboration, and target achievement. The comparison results were tested using One-Way Analysis of Variance (ANOVA) to determine whether there are significant differences among the three methods, as well as to provide supporting evidence for the research conducted. The results indicated that the SAW method provides the most accurate and relevant performance assessments, while AHP yields less precise rankings as some employees received the same scores despite having different workloads. The TOPSIS method also produced rankings that did not reflect the relevant workloads. Implementing the SAW method in the development of an employee performance information system can enhance the assessment process, making it faster, more objective, transparent, and credible. Thus, the SAW method emerges as the most effective and relevant method for developing an employee performance evaluation system.
