Abstract

The current popularity of video games presents an opportunity to study the
potentials of video games as potential tools in IR. In particular, as an alternative to
existing computational simulations of IR. The development of video game
technology has allowed them to accurately model complex simulations in a
readily available nature, when compared to academic models. To this end, more
interest should be placed on grand strategy video games, which have the most
potential to be used as a basis for a computer simulation of IR. This research
explores this potential by looking into the case study of the commercially sold
grand strategy video game Victoria 3. The research untangles the programming of
the game, creating a model to better understand the game’s simulation. It is
concluded that Victoria 3 has the complexity required to be used as a basis for a
computer simulation of International Relations based on commercially sold
games. The research recommends further exploration of the game’s potential to be
used as a tool for simulating IR by creating modifications to the AI behavior to
reflect the assumptions of the various paradigms and theories of IR.
