Abstract
Prisoners with disabilities are a vulnerable group who have the right to
adequate health services, but the implementation of these services in practice still
faces various challenges. This study aims to analyze the implementation of health
services for prisoners with special needs (disabilities) at Cipinang Class 1
Detention Center and to identify the supporting and inhibiting factors in its
implementation. This study uses a qualitative approach with a descriptive method.
Data collection techniques were conducted through in-depth interviews,
observations, and document studies of relevant informants in the Cipinang Class 1
Detention Center environment. The results of the study indicate that health services
for prisoners with disabilities have made some progress, such as the provision of
wheelchairs, clinic services, and assistance efforts. However, these services do not
yet fully meet the specific needs of prisoners with disabilities. Supporting factors
include a clear bureaucratic structure, the existence of standard operating
procedures (SOPs), and the commitment of staff. The implementation of healthcare
services for disabled inmates at Cipinang Class 1 Prison has shown positive efforts,
but it is not yet fully ideal. Therefore, it is necessary to strengthen human resources,
train staff on communication and exclusive services, and improve disability-friendly
healthcare facilities. Cross-sector collaboration is also important to achieve more
equitable and humane services.
