Abstract

Jumlah penduduk dan pertumbuhan ekonomi di Kabupaten Pati berbanding lurus dengan jumlah sampah yang dihasilkan. Peningkatan volume sampah ke TPA seiring bertambahnya timbulan sampah dan pelayanan persampahan setiap tahun mempengaruhi masa pakai TPA. Penelitian ini bertujuan untuk (1) Menganalisis sistem pengelolaan sampah yang diterapkan di TPA Kabupaten Pati. (2) Mengevaluasi kinerja dan harapan perencanaan pengelolaan sampah berbasis teknologi informasi lingkungan di TPA Kabupaten Pati. (3) Mengembangkan perencanaan pengelolaan sampah berbasis teknologi informasi lingkungan di TPA Kabupaten Pati. Penelitian ini menggunakan metode evaluasi dengan pengumpulan data melalui angket, wawancara, observasi, dokumentasi, dan studi literatur. Uji instrumen dilakukan untuk validitas dan reliabilitas. Sampel dipilih menggunakan teknik proporsional random sampling dan purposive sampling. Analisis data meliputi kuantitatif dengan Importance Performance Analysis (IPA) dan kualitatif dengan metode Miles dan Huberman. Hasil penelitian menunjukkan bahwa pengelolaan sampah di TPA Sukoharjo Kabupaten Pati telah dilaksanakan secara terencana dan terorganisir dengan melibatkan berbagai pihak terkait. Pengelolaan ini mencakup pengurangan, pengolahan, pengangkutan, dan penutupan sampah sesuai dengan SOP. Pengelolaan sampah di TPA Sukoharjo menunjukkan kinerja tinggi (86,27%) dengan harapan pelanggan juga tinggi (92,85%). Sebagian besar aspek sesuai harapan, kecuali persortiran dan pemrosesan sampah (gap negatif). Uji beda kinerja dan harapan signifikan (t hitung 7,169 > t tabel 1,658). Perbaikan perlu difokuskan pada pengorganisasian dan pelaksanaan pengelolaan sampah. Pengelolaan berbasis Teknologi Informasi Lingkungan (TIL) memiliki kinerja 80,03% dengan harapan 87,13%. Uji beda juga signifikan (t hitung 4,315 > t tabel 1,658), meskipun ada kebutuhan perbaikan dalam pembuatan bagan alir pengelolaan sampah dan pemeliharaan aspek teknologi informasi lingkungan.

The population and economic growth in Pati Regency are directly proportional to the amount of waste generated. The increase in waste volume sent to landfills, along with rising waste generation and management services, impacts the landfill's lifespan. This study aims to: (1) Analyze the waste management system at the Pati Regency landfill. (2) Evaluate the performance and expectations of environmental information technology-based waste management planning. (3) Develop such planning at the Pati landfill. The research uses evaluation methods, collecting data through questionnaires, interviews, observations, documentation, and literature review. Instrument testing ensures validity and reliability. Samples were selected using proportional random and purposive sampling techniques. Data analysis includes quantitative methods using Importance Performance Analysis (IPA) and qualitative methods by Miles and Huberman. The results show waste management at Sukoharjo landfill is planned and organized, involving various stakeholders. It includes waste reduction, processing, transportation, and closure in line with SOPs. The performance is high (86.27%), with customer expectations also high (92.85%). Most aspects meet expectations, except waste sorting and processing (negative gap). The difference between performance and expectations is significant (t-calculated 7.169 > t-table 1.658). Improvements should focus on organizing and implementing waste management. Environmental Information Technology (EIT)-based management achieves 80.03% performance and 87.13% expectations. The difference test is significant (t-calculated 4.315 > t-table 1.658). However, creating waste management flowcharts and maintaining technology systems require improvement.
