Abstract

ABSTRACT
This research examines the politics of development based on empowerment in Ketapanrame Tourism Village, Trawas District, Mojokerto Regency. The main focus of the research is the political process of development in Ketapanrame Tourism Village by examining political strategies and analyzing the role of development actors, the impact of empowerment and the emergence of elite groups on the development of tourist villages. A qualitative approach with a case study method was used to extract data through interviews, observation, and documentation. The results show that the development of Ketapanrame Tourism Village involves various elements of society, such as the village government, BUMDes, social groups, and economic groups that play a role in planning, implementing, and monitoring development. The empowerment impact obtained by development actors includes impacts on economic, social, psychological, and political aspects. Analysis of elite capture in the development of tourist villages found that the Ketapanrame Village Head, Ketapanrame BPD Chairman and BUMDes Chairman were the elites that emerged in the development of tourist villages, while the impact of the emergence of elites on development had a positive impact which included: transparency of the development process, increased project value and a sense of ownership from the community towards development projects. This research contributes to the understanding of the politics of development at the local level by highlighting the importance of the role of local actors in supporting the sustainability of tourist village development.
