Abstract

This study analyzes policy communication in the implementation of pump houses in
Panggung Lor Subdistrict, North Semarang District, Semarang City. The primary
focus of the research is the policy communication process based on George C.
Edward III’s policy implementation theory, which includes three main dimensions:
transmission, clarity, and consistency. This study employs a descriptive qualitative
approach through in-depth interviews, field observations, and policy document
analysis. The findings reveal that the Panggung Lor Pumping and Environmental
Management Association (P5L), as a community-based organization, plays a
crucial role in managing and operating pump houses. Active community
participation is evident through financial contributions to support the sustainability
of pump house operations, in alignment with Semarang City Regional Regulation
No. 14 of 2011. P5L’s communication involves various stakeholders, including
management, residents, neighborhood and community leaders (RT/RW), and local
government. Key communication mechanisms include regular meetings, annual
reporting, and the use of informal channels such as WhatsApp for urgent
information dissemination. Factors influencing communication success include the
clarity of messages delivered, active stakeholder involvement, and consistency in
information transmission. However, challenges such as limited government
involvement in daily operations hinder stronger collaboration. Overall, the study
emphasizes the importance of effective communication in supporting community based policy implementation foaddressing
tidal flooding in Panggung Lor.
