Abstract
Kekeringan dan banjir adalah masalah lingkungan yang terjadi di berbagai penjuru dunia tidak terkecuali Indonesia. Secara kuantitatif kekeringan dan banjir yang melanda di Kota Semarang disebabkan oleh masalah distribusi dan kapasitas. Sistem drainase kota yang konvensional, jarak sungai dan polder yang cukup jauh ,pembuangan air tidak dapat maksimal serta maraknya alih fungsi lahan menyebabkan penurunan penyerapan air kedalam tanah. Kurun waktu 10 tahun (2006 – 2014) luas total lahan pemukiman di Kota Semarang telah bertambah 2.465 ha atau 6% dari luasan kota. Salah satu upaya untuk mengelola air agar dapat meresap kembali ke tanah dan menjadi cadangan air tanah adalah dengan pembuatan lubang resapan biopori (LRB). Penelitian ini mengkaji tentang Pemanfaatan Sampah Organik pada Lubang Resapan Biopori (LRB) Untuk Keberlanjutan Konservasi Air pada Kampung Iklim Purwokeling, terdiri dari 3 (tiga) stasiun yaitu Stasiun I Taman Masjid, Stasiun II Taman RT 09; dan Stasiun III Balai RW 10 di Kelurahan Purwoyoso. Metode penelitian menggunakan metode eksperimental bertujuan untuk mengetahui akibat dari perlakuan yang diberikan terhadap suatu hal yang akan di teliti yaitu perbedaan perlakuan pengujian parameter fisika, kimia, biologi dan sosial terhadap penerapan LRB dengan serasah murni; penambahan serasah murni dengan eco enyzme serta penambahan EM4 pada serasah. Sasaran penelitian diantaranya: (1) pengukuran laju infiltrasi air pada tanah, (2) Mengkaji kesuburan tanah (Indeks QBS-ar) melalui keragaman eko-morfologi (Eco- morphologicalindex/EMI) mikroartropoda tanah, (3) Mengkaji dampak sosial dan ekonomi terhadap penerapan teknologi LRB serta (5) Merumuskan startegi keberlanjutan dalam pengelolaan dan pemanfaatan LRB. Hasil penelitian menunjukkan bahwa penerapan LRB memberikan pengaruh yang kuat pada penyerapan air dan pembentukan kompos. Berdasarkan pengamatan 3 (tiga) perlakuan yang berbeda menunjukkan bahwa laju infiltrasi tertinggi pada LRB perlakuan sampah organik dengan penambahan Eco enzyme yaitu sebesar 0,75 l/detik, sedangkan infiltrasi terendah pada LRB sampah organik tanpa penambahan perlakuan sebesar 0,28 l/detik. Berkaitan dengan produksi kompos bahan organik tertinggi terdapat pada LRB sampah organik dengan penambahan Eco enzyme yaitu sebesar 44,87 % dan terendah terdapat pada LRB serasah murni tanpa perlakukan yaitu sebesar 41,06%. Hasil Analisa kandungan kompos dengan rasio C/N tertinggi pada LRB sampah organik dengan penambahan EM4 yaitu sebesar 103,03. Penerapan LRB di lingkungan masyarakat (Lokasi Kampung Iklim Purwokeling) menunjukkan bahwa > 60% responden menyatakan setuju bahwa LRB memberikan manfaat sosial, ekonomi dan lingkungan hidup. Serta, strategi yang dapat dilakukan dalam mewujudkan keberlanjutan pemanfaatan LRB terdiri dari 4 (Empat) alternatif startegi berdasarkan analisis SWOT yaitu: (i) Membangun kolaborasi masyarakat - Pemerintah Kota Semarang melalui Dinas Lingkungan Hidup bersama Mitra; (ii) menyusun agenda program kerja jangka panjang dan jangka pendek mengenai keberlanjutan pemanfaatan LRB; (iii) Membentuk tim khusus teknis yang secara rutin melakukan pengawasan dan perawatan LRB serta disetiap level stakeholders memberikan laporan pemanfaatan LRB di lingkungannya; dan (iv) Pentingnya membentuk komunitas masyarakat yang disahkan dalam bentuk Surat Keputusan Kepala Dinas Lingkungan Hidup Kota Semarang dan Lurah / Camat sehingga memiliki tugas pokok dan fungsi yang jelas dalam program pemanfaatan LRB; (v) Pentingnya memberi penghargaan bagi pelaksana kegiatan pemanfaatan LRB (stakeholder) sebagai bentuk kepedulian terhadap pengelola LRB.

Droughts and floods are environmental problems that occur in various parts of the world, including Indonesia. Quantitatively, the drought and floods that hit Semarang City were caused by distribution and capacity problems. The conventional city drainage system, the distance between rivers and polders is quite far, water drainage cannot be maximized and the increase in land conversion causes a decrease in water absorption into the soil. Over a period of 10 years (2006 – 2014) the total area of residential land in Semarang City has increased by 2,465 ha or 6% of the city area. One effort to manage water so that it can seep back into the soil and become a groundwater reserve is by creating biopore absorption holes (LRB). This research examines the use of organic waste in biopore absorption holes (LRB) for sustainable water conservation in Purwokeling Climate Village, consisting of 3 (three) stations, namely Station I Taman Mosque, Station II Taman RT 09; and Station III Balai RW 10 in Purwoyoso Village. The research method uses an experimental method which aims to determine the consequences of the treatment given to something that will be studied, namely the differences in physical, chemical, biological and social parameter testing treatments for the application of LRB with pure litter; adding pure litter with eco enzyme and adding EM4 to the litter. Research targets include: (1) measuring the rate of water infiltration in the soil, (2) assessing soil fertility (QBS-ar Index) through the eco-morphological diversity (Eco-morphological index/EMI) of soil microarthropods, (3) assessing the social and economic impact on application of LRB technology and (5) Formulating sustainability strategies in the management and use of LRB. The research results showed that the application of LRB had a strong influence on water absorption and compost formation. Based on observations of 3 (three) different treatments, it shows that the highest infiltration rate in the LRB treated with organic waste with the addition of Eco enzyme was 0.75 l/second, while the lowest infiltration in the LRB with organic waste without additional treatment was 0.28 l/second. Regarding the production of organic compost, the highest was found in LRB organic waste with the addition of Eco enzyme, namely 44.87% and the lowest was found in LRB pure litter without treatment, namely 41.06%. Results of analysis of compost content with the highest C/N ratio in LRB organic waste with the addition of EM4, namely 103.03. The implementation of LRB in the community environment (Purwokeling Climate Village Location) shows that > 60% of respondents agree that LRB provides social, economic and environmental benefits. Also, strategies that can be implemented to realize sustainable use of LRB consist of 4 (four) alternative strategies based on SWOT analysis, namely: (i) Building community collaboration - Semarang City Government through the Environmental Service with Partners; (ii) prepare a long-term and short-term work program agenda regarding the sustainability of LRB utilization; (iii) Forming a special technical team that routinely monitors and maintains LRBs and at each stakeholder level provides reports on the use of LRBs in their environment; and (iv) The importance of forming a community that is legalized in the form of a Decree from the Head of the Semarang City Environmental Service and the Village/District Head so that it has clear main tasks and functions in the LRB utilization program; (v) The importance of giving appreciation to implementers of LRB utilization activities (stakeholders) as a form of concern for LRB managers.
