Abstract

The research was initiated by issues commonly encountered by the customs authority, particularly
concerning the personal belongings and purchases of Indonesian citizens from abroad that do not
comply with customs regulations (import). This was due to a lack of understanding among
Indonesians regarding customs regulations and authority, as well as the limited availability of
engaging educational media, especially for those who frequently travel abroad. Therefore, to enhance
the understanding of Indonesian citizens and minimize misunderstandings related to customs
regulations and authority, an educational medium in the form of a bilingual customs encyclopedia
titled "Custenco: Customs Encyclopedia" was developed, containing general customs, import, and
export materials. This research was categorized as research and development (R&D). The research
and development process employed the Borg & Gall model, which consists of 10 stages but was
modified into 8 stages due to time constraints, including Research and Information Collection,
Planning, Developing a Preliminary Form of the Product, Preliminary Field Testing, Main Product
Revision, Operational Field Testing, Final Product Revision, and Dissemination and Implementation.
The outcome of this research was a bilingual customs encyclopedia divided into 3 chapters containing
general customs materials. The product was assessed through validation tests by two experts, namely,
a lecturer from Diponegoro University, Applied Foreign Language Program, who concluded that the
book is suitable for use as educational media for Indonesian citizens with revisions according to the
suggestions. Additionally, a validation test by the staff of KPPBC TMP B Yogyakarta concluded that
the book is suitable for use as educational media for Indonesian citizens without the need for revision.
This product expected can provide benefits, especially to Indonesians society who travel abroad and
settle abroad, and also foreigners who are in Indonesia. Then, it is also expected that it can be develop
in further writing and research.
