Abstract

Limbah merupakan permasalahan lingkungan yang masih belum sepenuhnya teratasi dengan baik padahal dampak yang dihasilkan berpengaruh besar terhadap pencemaran lingkungan, khususnya limbah medis padat rumah sakit. Tujuan dari penelitian ini adalah untuk mengkaji karakteristik limbah medis padat di RSUD Undata di Kota Palu berdasarkan sumber dan jenisnya, menghitung jumlah timbulan berat rata-rata limbah medis padat yang dihasilkan per hari, serta mengevaluasi sistem pengelolaan limbah medis padat dengan moda pemilahan, pewadahan, pengumpulan serta pengangkutan sesuai dengan kriteria Permen Lingkungan Hidup dan Kehutanan Nomor 56 Tahun 2015 Tentang Tata dan Persyaratan Teknis Pengelolaan Limbah Bahan Berbahaya dan Beracun Dari Fasilitas Pelayanan Kesehatan dan Permenkes Nomor 2 Tahun 2023 Tentang Peraturan Pelaksanaan Peraturan Pemerintah Nomor 66 Tahun 2014 Tentang Kesehatan Lingkungan. Penelitian yang menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif ini dilaksanakan pada bulan Agustus–Oktober tahun 2023. Teknik pengambilan sampel menggunakan Purposive Sampling, dengan 18 informan yang dipilih dari tiap unit/ruangan/instalasi di RSUD Undata Kota Palu. Berdasarkan hasil penelitian didapatkan bahwa RSUD Undata Palu menghasilkan limbah domestik sebanyak ±270 kg/hari. Hasil Evaluasi pada system pengelolaan limbah medis padat di RSUD Undata Palu menunjukkan bahwa pada dasarnya sudah cukup efektif namun belum maksimal, karena pada proses penyimpanan menunjukkan ketidak sesuaian dengan pedoman pengelolaan limbah medis oleh Kemenkes Nomor 2 tahun 2023 yaitu penyimpanan di TPS yang seharusnya tidak boleh lebih dari 2x24 jam, namun faktanya penumpukan limbah medis padat tersimpan selama lebih dari 3 bulan di TPS LB3 karena adanya keterlambatan pengangkutan oleh pihak ketiga. Hal ini menyebabkan banyaknya timbulan limbah padat pada TPS sehingga TPS menjadi penuh dan berbahaya karena sampah tersebut mengalami proses penguraian dan pembusukan sehingga berbahaya bagi lingkungan dan kesehatan manusia. RSUD Undata perlu memaksimalkan pengadaan peralatan pengolahan sampah medis secara internal (alat insenerasi) yang perlu didukung oleh Dinas Lingkungan Hidup dan Dinas Kesehatan terkait untuk mencegah terjadinya pencemaran lingkungan yang berasal dari kegiatan medis.

Waste is an environmental problem that is still not fully resolved properly even though the resulting impact has a major effect on environmental pollution, especially solid medical waste for hospital. The purpose of this study was to assess the characteristics of solid medical waste at Undata Hospital Palu City based on its sources and types, calculate the average weight of solid medical waste generated per day, and evaluate the solid medical waste management system with sorting, packaging, collection and transportation modes in accordance with the criteria of Ministry of Environment and Forestry Number 56 of 2015 Concerning Technical Procedures and Requirements for Management of Hazardous and Toxic Waste from Health Service Facilities and Ministry of Health Number 2 of 2023 Regarding Implementing Regulations of Government Regulation Number 66 of 2014 concerning Environmental Health . Research using a qualitative approach with this type of descriptive research was conducted in August-October 2023. The sampling technique used Purposive Sampling, with 18 informants selected from each unit/room/installation at Undata Hospital, Palu City. Based on the results of the study, it was found that Undata Palu Hospital produces domestic waste as much as ±270 kg/day. The results of the evaluation of the solid medical waste management system at Undata Palu Hospital show that basically it is quite effective but not optimal, because the storage process shows non-compliance with the guidelines for medical waste management by the Ministry of Health Number 2 of 2023, namely storage in TPS which should not be more than 2x24 hours, but in fact the the accumulation of solid medical waste is stored more than 3 months in the LB3 TPS due to delays in transportation by third parties. This causes a large amount of solid waste in the TPS so that the TPS becomes full and dangerous because the waste undergoes a process of decomposition and decay, which is harmful to the environment and human health. Undata Hospital needs to maximize the procurement of internal medical waste processing equipment (incineration equipment) which needs to be supported by the Environmental Agency and the relevant Health Office to prevent environmental pollution from medical activities.
