Abstract

The film industry significantly contributes to the economy, generating profits and creating jobs, as shown by a 2010 Oxford Economics study that attributed 0.43% of Indonesia's GDP and 491,800 jobs to the sector. Despite its economic benefits and regulation under Indonesian Law Number 33 of 2009, there are
concerns about the rights of film workers, including fair wages, reasonable working hours, safe conditions, clear agreements, and protection from discrimination. A case study of PT SKF highlights violations of these rights, including unpaid extra work and excessive hours. This study examines the enforcement of labor and film laws
to improve worker welfare and address legal issues.
In this research, a qualitative approach is employed to understand phenomena experienced by research subjects, such as behavior, perception, and motivation. This method is based on the belief that knowledge arises from social contexts and that understanding this knowledge is a valid scientific process. Qualitative research
examines natural settings without manipulation, and the researcher's presence does not significantly alter the dynamics. Theories in qualitative research are provisional and developed based on field findings. Both Law Number 13 of 2003 concerning Labor and Law Number 33 of 2009 concerning films provide regulations to protect workers' rights, including fair wages, reasonable working hours, and occupational safety. However, implementation has been poor due to neglect, weak worker bargaining positions, and inadequate government protection. The Media Workers and Creative Industry for Democracy Union (SINDIKASI) advocates for decent working conditions in the film industry. Violations by PT. SKF include excessive working hours, lack of wage increases, vague contract terms, and insufficient safety measures. These breaches may lead to legal actions, including compensation claims and administrative or criminal sanctions. Prioritizing legal education is recommended
to address these issues and protect workers' rights.
