Abstract

Homelessness in Kota Semarang, as in many urban areas in Indonesia, is a
multifaceted issue influenced by economic instability, rapid urbanization, and
social inequality. This research examines the actions taken to fight against
homelessness in Kota Semarang that has put in place based on the local regulation
law number 5 of 2014 about on handling street children, vagrants, homeless and
beggars. The question is: How is the implementation of the Local regulation on
homelessness in kota Semarang? And What are the factors affecting the
implementation of the local government regulation on homelessness in Kota
Semarang? This Study identifies and evaluates the primary mechanisms employed
by the local government Organization in Kota Semarang named PPS PGOT Mardi
Utomo Semarang (Panti Pelayanan Sosial Pengemis Geladangan dan Orang
Terlantar Mardi Utomo Semarang) as case study for research. This study uses
qualitative research methods through in-depth interview, observation, and
documentation as the data collection techniques. This research contributes to the
ongoing discourse on homelessness in urban contexts, particularly in Kota
Semarang, by offering a nuanced understanding of the factors driving homeless
people. By examining the program taken into action to fight against homeless and
its challenges, this study will to provide valuable insights that can inform the
development of evidence-based policies and interventions.
