Abstract

Central Bank Digital Currency (CDBC) is digital money issued and whose circulation is controlled by the central bank, and is used as a legal means of payment to replace currency. Through this research, a normative juridical review was carried out regarding the regulation of the issuance and circulation of the Digital Rupiah as well as the obstacles experienced by Bank Indonesia in its development. Data were obtained from literature/document studies and analyzed using descriptive data analysis methods. studies show that, after the enactment of the P2SK Law, the types or types of rupiah are not just paper rupiah and metal rupiah but also digital rupiah. However, the adoption of Law of the Republic of Indonesia Number 4 of 2023 concerning the Development and Strengthening of the Financial Sector ("UU 4/2023"), which amended a portion of Law of the
Republic of Indonesia Number 7 of 2011 concerning Currency, has established a legal basis for the use of Digital Rupiah as a legal means of payment. Aside from that, there are a number of hurdles that must be addressed, including technological, policy, and legal issues. As a type of optimization, the government is progressively deploying initiatives such as BI-Fast, QRIS, and Paper White to
allow individuals to adapt and enhance the system.
