Abstract

This study researches on the dynamics of the utilization of Vietnam’s Bốn Không policy
or Four-Nos policy amidst the dispute in The South China Sea. Different from their
previous Three-Nos, this updated policy was created to adapt with the current
developing situation of the region by adding another principle, “No use of force or
threats to use force and one depend”. The prior illustrates that Vietnam condemns
themself from using any kinds of military force and will not employ the threats to use
force whereas the latter emphasize that they would consider improving their armed
forces if the situation urges them to. The implementation of this addition has yet to
significantly prove itself in the dispute where Vietnam’s tendency to contradict their
policy by utilizing force is still up for debate. Aside from that, China’s and US’ ever
evolving presence in the region is a topic that should be analyzed in the thick of the
employment of the Bốn Không. To understand the implementation of this policy, the
study utilized a qualitative method through the norm-constructivist approach by
employing Vietnam’s Ho Chi Minh Thought. This study argues that it is the thought
that became the driving force of the policy where it was found that the principles
themselves contained the diplomatic values that are carried in by the Ho Chi Minh
Thought. This study would later argue that Vietnam’s utilization of the military and
diplomacy were all in accordance with the thought where in the process it illustrated
the norm-constructivist approach of domestic norms functioning both regulatively and
consitutively. As the developing situation in the region is heading for its height,
Vietnam’s utilization of their military and their diplomacy in the region is an ever
growing occurrence that shall be examined.
